Job Overview: The National Consultant-Gender Advisor will provide technical support to the Bangsamoro Women Commission (BWC) in delivering priority policies and guidance notes under the Joint Programme 'Empowering Women for Sustainable Peace in the Bangsamoro Autonomous Region in Muslim Mindanao'. This role involves acting as the direct focal person for UN Women within the BWC, providing substantive technical input and advisory on planning, programming, execution, monitoring, and reporting of the Joint Programme deliverables. The consultant will coordinate with BWC and other key BARMM Ministries/Offices/Agencies to ensure the effective implementation of commitments under the Joint Programme. The position requires a strong understanding of gender issues, excellent analytical and writing skills, and the ability to work collaboratively with various stakeholders.
Duties and Responsibilities:
Act as the direct focal person of UN Women in the BWC for the implementation of the Joint Programme.
Provide substantive technical input, assistance, and advisory to the BWC on planning, programming, execution, monitoring, and reporting of Joint Programme deliverables.
Coordinate with BWC and other key BARMM Ministries/Offices/Agencies on the implementation and delivery of commitments under the Joint Programme.
Enhance BWC Performance Indicators and submit an Activity Design Report with recommendations and analysis.
Conduct a midterm assessment of the RAPWPS and refine the M&E tool based on the results.
Support the drafting of the BARMM Gender Equality and Women Empowerment (BGEWE) Plan and provide an activity report with key points and recommendations.
Build monitoring and evaluation capacity for BWC personnel and submit an activity report indicating key points and recommendations.
Draft the Sectoral Intervention Report for Women and facilitate meetings and validation workshops.
Develop a Gender and Development (GAD) Roadmap for the Bangsamoro Human Rights Commission (BHRC) and submit activity reports with key points and recommendations.
Required Qualifications:
Master’s degree in Political or Social Science, Gender Studies, Economics, Public Management, International Relations, Peace and Conflict Studies, or other related fields is required.
A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
At least 1 year of experience in the field of women peace and security" style="border-bottom: 1px dotted #007bff !important;">security, providing policy advice and technical assistance on women, peace and security to government institutions is required.
Prior experience in developing or contributing to the development of National or Regional Action Plans on UN SCR 1325 is desirable.
Proven experience in supporting the development of policy papers in gender equality and women empowerment is desirable.
Knowledge of the Bangsamoro context related to WPS is required.
Previous work experience in the Bangsamoro region is desirable.
Educational Background: The position requires a Master’s degree in relevant fields such as Political or Social Science, Gender Studies, Economics, Public Management, International Relations, Peace and Conflict Studies, or other related disciplines. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: The candidate must have at least 1 year of experience in the field of women peace and security, specifically in providing policy advice and technical assistance to government institutions. Experience in developing or contributing to National or Regional Action Plans on UN SCR 1325 is considered an asset. Proven experience in supporting the development of policy papers related to gender equality and women empowerment is also desirable. Knowledge of the Bangsamoro context related to Women, Peace, and Security is required, and previous work experience in the Bangsamoro region is a plus.
Languages: Proficiency in English and Filipino is required for this position. Additionally, understanding of the major Bangsamoro dialects is considered an advantage, as it may facilitate better communication and engagement with local stakeholders.
Additional Notes: The National Consultant position is home-based, with potential missions outside the duty station as required. Any travel linked to the expected outputs will be arranged by UN Women according to its rules and regulations.
