The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) was established in July 2010 as part of the UN reform agenda to enhance the impact of gender equality and women's empowerment initiatives. UN Women merges the work of four previously distinct parts of the UN system, focusing exclusively on gender equality and women's empowerment. In the Philippines, UN Women works to strengthen institutional capacities to implement gender and development mandates across national and local levels, particularly in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Job Overview:
The National Consultant will play a crucial role in the finalization and standardization of Gender and Development (GAD) modules in collaboration with the Bangsamoro Women Commission (BWC) and UN Women. This position involves designing, structuring, and finalizing comprehensive learning modules that will guide GAD practitioners in delivering consistent GAD training across all ministries and local government units (LGUs) in BARMM. The consultant will ensure that the modules align with national GAD and Women, Peace, and security" style="border-bottom: 1px dotted #007bff !important;">Security (WPS) frameworks, BARMM policies, and the institutional mandates of the BWC. The consultant will report to the WPS Programme Analyst and work closely with the WPS Programme Associate for contract and payment issues. This consultancy aims to enhance institutional capacities and promote a coherent understanding of gender equality and women's empowerment in the region.

Duties and Responsibilities:
The consultant will be responsible for the following duties:
  • Design and facilitate a validation and refinement workshop with the BWC to review and finalize eleven draft GAD modules.
  • Ensure that the modules cover essential topics such as Gender Sensitivity Training, Gender in Islam, Rights of Women, and various GAD-related laws.
  • Align the modules with BARMM government policies and national GAD-related policies, ensuring they are gender-sensitive, culturally appropriate, and conflict-sensitive.
  • Incorporate feedback from the validation workshop into the final modules, ensuring consistency and standardization in format, language, and references.
  • Submit the final approved modules for institutional adoption and use in capacity development and training activities.

Required Qualifications:
The position requires a Master’s degree in Political or Social Science, Gender Studies, Economics, Public Management, International Relations, Peace and Conflict Studies, or related fields. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates must demonstrate strong analytical skills, knowledge of UN Women processes, and excellent facilitation and communication skills. Experience in leading GAD and WPS sessions is essential, along with familiarity with the BARMM context.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as Political or Social Science, Gender Studies, Economics, Public Management, International Relations, Peace and Conflict Studies, or other related disciplines. A first-level university degree may be accepted with additional qualifying experience.

Experience:
At least one year of work experience related to Gender and Development and/or peacebuilding is required. Candidates should have experience in leading and facilitating GAD and WPS sessions, as well as previous working experience with UN agencies, government agencies, or civil society organizations. Familiarity with the BARMM context is highly desirable.

Languages:
Fluency in English and Filipino is required for this position. Proficiency in local dialects spoken in BARMM is preferred, as it will enhance communication and engagement with local stakeholders.

Additional Notes:
This is a home-based consultancy position based in Cotabato City. Any necessary travel will be arranged by UN Women in accordance with its rules and regulations.
