Job Overview: The Regional Team Lead will play a crucial role in providing technical oversight, monitoring, and support for the implementation of integrated, life-saving health interventions, particularly focusing on HIV, TB, and broader health initiatives across two regions in Uganda. This position requires a comprehensive understanding of the health system and the ability to apply a whole health system approach. The Regional Team Lead will be responsible for strengthening the capacity of project partners and collaborating closely with district and regional health structures to ensure coordinated and high-quality service delivery. The role involves ensuring timely delivery of quality technical outputs within budget constraints, supervising program staff to meet targets, and engaging with regional stakeholders, including government counterparts. Additionally, the Regional Team Lead will contribute to regional performance reviews and learning platforms, ensuring that the project aligns with best practices and meets funder contractual obligations.
Duties and Responsibilities: The duties and responsibilities of the Regional Team Lead include providing technical leadership and oversight for integrated health services in assigned regions, collaborating with project technical teams, and ensuring the delivery of high-quality services. The individual will lead the translation of the project workplan into region-specific activities, demonstrating good judgment in addressing challenges and selecting appropriate methods for solutions. The Regional Team Lead will also contribute to capacity-building efforts for regional staff and partners, maintain constructive dialogue with regional counterparts, and ensure technical implementation aligns with best practices. Responsibilities include drafting donor technical reports, reviewing sub-partners' workplans, preparing presentations for stakeholders, and identifying areas for improved efficiency within prescribed parameters.
Required Qualifications: Candidates must possess strong knowledge and practical skills in integrated health program implementation, particularly in Uganda, with expertise in HIV, TB, malaria, nutrition, and maternal health. The ability to manage projects effectively, set clear priorities, and develop actionable plans is essential. Strong writing and verbal communication skills are required, along with proficiency in relevant computer software, including MS Office applications. The candidate must be able to manage their own work to meet job and performance standards and demonstrate the ability to assess needs and develop solutions to problems.
Educational Background: A Master's Degree or its international equivalent in Public Health, Global Health, Epidemiology, Clinical Medicine, Human Development, or a related health field is required. Project Management training is considered an added advantage.
Experience: The position requires a minimum of 6 years of relevant experience in the technical implementation of HIV and other health projects or programs in Uganda. Candidates should have experience in integrated health program implementation and the ability to lead a whole-systems approach across various health sectors. Program development or management experience is strongly preferred, as is the ability to apply relevant technical standards and operational processes to strengthen service delivery.
Languages: Fluency in English is mandatory, with the ability to read, write, and speak the language proficiently. Additional language skills may be considered an asset but are not explicitly required.
Additional Notes: The position involves typical office demands, including the ability to spend long hours at a computer and perform repetitive tasks. The expected travel requirement is between 40% to 60%. The hiring salary range for this role is XOF 120,000,000 - 180,000,000 for annual basic salary, with considerations for relevant experience and education.
