Job Overview:
The Senior Monitoring, Evaluation, and Learning (MEL) Specialist will play a crucial role in the STRengthening Infectious Disease DEtection Systems (STRIDES) Uganda project. This position involves providing technical support for the design and implementation of the project, which aims to enhance the capacity of health systems to detect and respond to infectious diseases. The MEL Specialist will be responsible for developing and updating the performance management plan, creating data collection tools, tracking implementation progress, and advising the project team on priority actions to achieve desired results. Additionally, the role includes overseeing the preparation of project reports, documenting success stories, and ensuring that the project team is informed about monitoring and evaluation guidance and requirements. The MEL Specialist will also contribute to business development efforts, including proposal development and strategic partnerships, while ensuring that project implementation adheres to FHI 360's standards and best practices.

Duties and Responsibilities:
The duties and responsibilities of the Senior MEL Specialist include providing overall technical direction and guidance to project staff, leading program evaluations, managing project indicators, and supporting capacity building for staff and partners. The Specialist will coordinate technical assistance, develop and monitor work plans and budgets, and ensure that project activities align with FHI 360's strategic objectives. Responsibilities also include drafting technical briefs and reports, conducting analyses to identify areas for improvement, and providing guidance on data collection and reporting. The MEL Specialist will oversee project timelines and budgets, prepare donor reports, and ensure compliance with regulatory requirements. Furthermore, the role involves leading new business development initiatives, building relationships with stakeholders, and participating in meetings with partners and clients.

Required Qualifications:
Candidates for the Senior MEL Specialist position should possess in-depth knowledge of monitoring and evaluation concepts, practices, and procedures. They should have experience in developing scopes of work and deliverables for partners and consultants, as well as a broader understanding of quality standards. Proficiency in database management software and online search tools is required, along with excellent organizational and analytical skills. Strong project management skills, the ability to influence and collaborate with others, and proficiency in Microsoft Office Suite are essential. Candidates must also demonstrate the ability to analyze and interpret data, identify errors, and prepare comprehensive reports.

Educational Background:
A Master's Degree in public health, epidemiology, biostatistics, or a related field is required for this position. Candidates with an international equivalent degree will also be considered. The educational background should provide a strong foundation in health systems and monitoring and evaluation methodologies.

Experience:
Typically, candidates should have at least 6 years of relevant experience in strategic information, monitoring, evaluation, and learning, particularly in the context of USG health projects. Experience managing data collection and providing technical assistance is essential. Familiarity with the health information systems in Uganda and prior work experience in NGOs, government agencies, or private organizations is preferred. Candidates should have experience in program development or management, with at least one prior position as a Senior M&E officer or equivalent experience.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. Additional language skills may be beneficial but are not required.

Additional Notes:
This position may require travel for 10% to 25% of the time. The expected hiring salary range for this role is UGX 87,000,000 - 150,000,000 annually for basic salary.
