Job Overview: The Gender Issues Programme Expert position is a seconded role at the P3 level within the OSCE, focusing on mainstreaming gender in OSCE programmes, projects, and activities, particularly in the areas of economic and environmental security. The selected candidate will work under the supervision of the Senior Adviser on Gender Issues and will be responsible for providing programmatic expertise, technical inputs, and support to various departments within the OSCE. This role requires a strong understanding of gender issues and the ability to integrate a gender perspective into comprehensive security initiatives. The candidate will also be involved in drafting reports, proposals, and briefings related to gender equality, and will represent the Senior Adviser in meetings and conferences as needed.
Duties and Responsibilities: The selected candidate will be tasked with several key responsibilities, including:
Providing knowledge and expertise to OSCE departments and field operations on integrating a gender perspective into their programmes and projects, particularly in economic and environmental security.
Offering technical expertise on gender mainstreaming issues to senior management and collaborating with the Office of the Co-ordinator of OSCE Economic and Environmental Activities.
Drafting briefings, proposals, and reports related to gender equality, including contributions to the OSCE Annual Progress Report.
Preparing talking points and speeches for senior management, focusing on gender in economic and environmental issues.
Advising on the design and implementation of projects that promote gender inclusion in comprehensive security.
Monitoring the implementation of gender-related projects in accordance with OSCE standards and the 2004 Action Plan for the Promotion of Gender Equality.
Performing other related duties as assigned by the Senior Adviser on Gender Issues.
Required Qualifications: Candidates must possess a second-level university degree in gender studies, international relations, political sciences, economics, environmental sciences, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant experience will be accepted. A minimum of five years of professional experience in gender issues, human rights, or economic and environmental issues is required, with seven years of experience necessary if holding only a first-level degree. Candidates should have solid experience in programme management within bi- or multi-lateral development organizations and a strong understanding of international texts and conventions related to gender equality, particularly the Women, Peace and Security Agenda.
Educational Background: The educational background required for this position includes a second-level university degree (Master's degree) in relevant fields such as gender studies, international relations, political sciences, economics, or environmental sciences. A first-level university degree in these fields, combined with two additional years of relevant experience, is also acceptable in lieu of the second-level degree.
Experience: The position requires a minimum of five years of professional experience in gender issues, human rights, or economic and environmental issues. Candidates with a first-level university degree must have at least seven years of relevant experience. Experience in programme management within bi- or multi-lateral development organizations, including field operations, is essential.
Languages: Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of other OSCE working languages, particularly Russian, is considered an asset. Candidates should demonstrate gender awareness and sensitivity, with the ability to integrate a gender perspective into their work.
