Job Overview: The Climate Resilience Engineer is a pivotal technical role within Relief International's South Sudan program, specifically supporting the Climate Resilient Health Facilities Project. This position involves conducting facility-level climate risk assessments, designing and supervising infrastructure upgrades to enhance climate resilience, and building the capacity of facility staff for sustainable operations. The engineer will play a crucial role in ensuring the successful delivery of climate-resilient healthcare infrastructure, which is essential for the broader resilience-building efforts within the country program. The role requires a blend of technical expertise, project management skills, and the ability to work collaboratively with various stakeholders to achieve project goals.
Duties and Responsibilities: The Climate Resilience Engineer will be responsible for several key areas:
Strategic Planning and Implementation: Lead climate risk assessments at targeted health facilities, design and propose climate-resilient infrastructure modifications tailored to facility needs, prepare technical designs, Bill of Quantities (BoQs), and construction supervision plans, and support procurement processes by providing technical specifications and participating in contractor evaluations.
Project Oversight: Supervise on-site construction activities to ensure quality and adherence to standards, conduct regular field visits to monitor construction progress and troubleshoot issues, and develop maintenance Standard Operating Procedures (SOPs) while training facility staff on sustainable operation practices.
Coordination and Representation: Coordinate with the Ministry of Public Health (MoPH), local authorities, relevant Clusters, UN agencies, and humanitarian actors, represent Relief International in technical coordination meetings, and contribute to project visibility.
Monitoring and Reporting: Implement monitoring and quality assurance mechanisms for infrastructure works with support from the Monitoring, Evaluation, Accountability, and Learning (MEAL) department, produce timely technical progress reports, and contribute to donor reporting.
Capacity Building: Organize and facilitate training sessions on climate risk management, promote sustainable water use, hygiene practices, and climate adaptation at the community level.
Required Qualifications: Applicants should possess a Bachelor’s degree in civil engineering, Environmental Engineering, or preferably WASH Engineering. A minimum of 5 years of experience implementing WASH projects is required, with a preference for those with experience in climate-resilient infrastructure. Candidates should have solid knowledge of humanitarian WASH standards, including SPHERE and WHO guidelines, and proven experience supervising construction projects and contractor management. Proficiency in AutoCAD, Microsoft Office, and technical reporting is essential, along with fluency in English. The ability to work independently and manage multiple priorities in challenging environments is crucial, as is a proven track record of upholding humanitarian principles and actively engaging vulnerable communities.
Educational Background: The educational background required for this position includes a Bachelor’s degree in civil engineering, Environmental Engineering, or a related field, with a strong preference for candidates who have specialized in WASH Engineering. This educational foundation is critical for understanding the technical aspects of climate-resilient infrastructure and the implementation of WASH projects.
Experience: The position requires a minimum of 5 years of relevant experience in implementing WASH projects, particularly those focused on climate-resilient infrastructure. Candidates should have a strong background in supervising construction projects and managing contractors, demonstrating their ability to oversee complex projects in challenging environments.
Languages: Fluency in English is mandatory for this position. While English proficiency is essential for communication and reporting, additional language skills may be considered an asset, particularly if they pertain to the local context or communities served by Relief International.
