Job Overview: The Public Policy Evaluation Consultant (Labour, Employment and Income) will work closely with UN-Habitat’s operational and technical teams to evaluate the Primeiro Emprego internship-programme" style="border-bottom: 1px dotted #007bff !important;">Internship Programme in Alagoas, Brazil. This programme aims to promote the productive inclusion of young people and reduce youth unemployment by standardizing the recruitment process for interns in public administration. The consultant will be responsible for developing an Inception Report that outlines the evaluation methodology, conducting data collection through questionnaires and interviews, and synthesizing findings into a final evaluation report. The consultant will ensure that the evaluation adheres to the OECD-DAC criteria, focusing on relevance, effectiveness, efficiency, sustainability, and coherence.
Duties and Responsibilities: The consultant will undertake a variety of responsibilities, including: 1) Developing the consultancy Inception Report with a detailed methodology and evaluation criteria. 2) Mapping the implementation of the Primeiro Emprego Internship Programme, identifying data sources and limitations. 3) Applying online questionnaires to stakeholders involved in the programme. 4) Conducting semi-structured interviews with key stakeholders, including programme coordinators and interns. 5) Facilitating focus groups with interns to gather qualitative data. 6) Evaluating the internship programme based on predefined criteria. 7) Participating in meetings with UN-Habitat and the Government of Alagoas to discuss progress and results. 8) Delivering all documentation in an organized manner while ensuring confidentiality. 9) Systematizing outputs into a final synthesis document for validation by UN-Habitat and the Government of Alagoas.
Required Qualifications: Candidates must possess a Bachelor’s degree in Public Administration, Education, Economics, Social Sciences, Political Science, Law, International Relations, or related fields. A postgraduate degree in these areas is preferred, or alternatively, five additional years of relevant experience. Candidates should have a minimum of eight years of professional experience in evaluation, particularly in Brazil, and familiarity with good practices in Youth and Adult Education. Experience in public sector project management and previous work within the UN system are desirable. Strong analytical skills and the ability to conduct evaluations using mixed-methods approaches are essential.
Educational Background: A Bachelor’s degree in relevant fields such as Public Administration, Education, Economics, Social Sciences, Political Science, Law, or International Relations is required. A postgraduate degree in these areas is preferred, or candidates may substitute this requirement with five additional years of relevant experience.
Experience: The position requires a minimum of eight years of professional experience in evaluation, specifically within Brazil. Candidates should have a strong understanding of international, national, and subnational practices in Youth and Adult Education, as well as experience in project management in the public sector. Previous experience within the UN system is also desirable.
Languages: Fluency in Portuguese is mandatory for this position, as it is the primary language of communication. A working knowledge of English is desirable, given that English and French are the working languages of the United Nations Secretariat, and Spanish is used in the Regional Office.
Additional Notes: The consultancy is part-time (80%) with a total remuneration of BRL 57,439.20, distributed across three payments based on the delivery of specific products. The consultant must be available for travel within Brazil as required by the Head of Brazil Office, with travel expenses covered by UN-Habitat. The position is open to nationals from Brazil or external candidates with a permanent visa. The contract may be extended based on performance and availability of funds.
