Job Overview:
The Emergency Adviser position at NRC is a critical role aimed at managing and coordinating the implementation of strategic, multi-sector emergency projects from the coordination office in Colombia. This position is split into two main objectives: first, overseeing the technical quality and consistency of emergency response activities across various geographic areas, ensuring compliance with donor requirements, and providing operational support to field teams. The second objective involves collaborating with the Program Manager, Head of Operations, and NRC’s Rapid Response Unit to develop standardized emergency response guidelines and standard operating procedures (SOPs) that align with NRC's strategic plan. The role requires a proactive approach to adapt project implementation based on changing contexts and to ensure that all emergency response activities maintain high technical quality and efficiency.

Duties and Responsibilities:
The Emergency Adviser will be responsible for the day-to-day management of NRC’s emergency response projects, which includes planning, implementation, monitoring, evaluation, budget management, and procurement. Key responsibilities include ensuring that projects remain within their planned scope and timeline, maintaining high technical quality, and standardizing processes across all geographic areas. The adviser will also support the development of project proposals, provide technical support to area managers and emergency focal points, and coordinate implementation among various area offices to ensure operational quality and consistency. Additionally, the adviser will work closely with grants and MEAL staff to ensure compliance with project cycle management processes, conduct regular project review meetings, and prepare high-quality reports for donors.

Required Qualifications:
Candidates for the Emergency Adviser position must possess a university degree in social sciences, engineering, or a related field, along with a graduate degree in humanitarian action, risk management, or international law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law. A minimum of five years of work experience in coordinating emergency operations in humanitarian contexts is required, as well as experience in project formulation, implementation, monitoring, and evaluation. Knowledge of humanitarian standards, the country's humanitarian architecture, and specific regulations governing care for victims of conflict in Colombia is essential. Familiarity with the dynamics of ethnic communities and the mainstreaming of protection is also required.

Educational Background:
The educational background required for the Emergency Adviser position includes a university degree in social sciences, engineering, or a related field, complemented by a graduate degree in topics related to humanitarian action, risk management, or international humanitarian law.
