Job Overview:
The consultant will play a crucial role in developing a national AI code of ethics framework for Mauritania, which is essential for guiding the responsible adoption and use of AI technologies. This position involves extensive research, stakeholder engagement, and the drafting of a comprehensive framework that aligns with international standards and national priorities. The consultant will be expected to produce a diagnostic report, an annotated outline, and a final version of the framework, along with presentation materials and an implementation advisory report. The work will require a deep understanding of AI ethics, governance, and the socio-economic context of the Arab region, particularly in relation to the Sustainable Development Goals (SDGs). The consultant will also need to ensure that gender considerations and youth dimensions are integrated into the research and writing process, reflecting the diverse needs of the population.

Duties and Responsibilities:
The consultant's responsibilities will be organized into four phases: 1) Review and Diagnostic - This includes reviewing existing national digital documents and frameworks in Mauritania, mapping international best practices in AI ethics, conducting stakeholder consultations, and contributing to sectoral workshops. 2) Development and Drafting - The consultant will prepare an outline for the framework, draft the framework incorporating international standards, and ensure alignment with Mauritania's AI strategy. 3) Consultation and Finalization - This phase involves presenting the draft framework to stakeholders for feedback, capturing comments from national workshops, and revising the draft based on inputs received. 4) Advisory Implementation - The consultant will provide recommendations on dissemination, awareness-raising, and training plans. Throughout the process, attention to gender equality and youth integration is essential, ensuring that the report addresses the needs of all demographics.

Required Qualifications:
Candidates must possess a master's degree or equivalent in fields such as AI, ICT, technology, engineering, computer science, public administration, or ethics. A Ph.D. is preferred. All applicants must submit a copy of their educational qualifications, as incomplete applications will not be considered. Additionally, at least 10 years of relevant experience is required, including a minimum of 5 years in digital technologies. Proven experience in public administration, governance, or ethical frameworks is essential, and prior experience in developing AI ethics frameworks is highly desirable.

Educational Background:
The educational background required for this position includes a master's degree or equivalent in relevant fields such as artificial intelligence, information and communication technology, engineering, computer science, public administration, or ethics. A Ph.D. is considered an asset, and candidates must provide documentation of their educational qualifications as part of the application process.

Experience:
The position requires a significant level of experience, specifically at least 10 years in relevant fields, with a minimum of 5 years focused on digital technologies. Candidates should have a strong background in developing national policies and plans, as well as proven experience in public administration and governance. Experience in creating ethical frameworks, particularly in the context of AI, is highly desirable and will be a key factor in the selection process.

Languages:
Fluency in written and spoken Arabic is mandatory for this position, as it is a working language of ESCWA. Knowledge of English or French is also desirable, with fluency defined as a rating of 'fluent' in all four areas (speaking, reading, writing, and understanding). Knowledge of a language is defined as being 'confident' in two of the four areas, which is important for effective communication within the United Nations system.
