Job Overview:
The consultant will play a crucial role in the development of the first version of the Arab Digital Agenda (ADA 2.0), which is a strategic framework aimed at enhancing digital cooperation and development in the Arab region. This position requires the consultant to engage in extensive research, drafting, and refinement of the ADA 2.0, ensuring alignment with regional and international digital policies. The consultant will be responsible for producing various outputs, including inception notes, progress reports, and presentations, while adhering to ESCWA's publication standards. The role demands a comprehensive understanding of digital development issues, particularly in the Arab context, and the ability to synthesize findings from multiple sources to inform strategic priorities and implementation frameworks.

Duties and Responsibilities:
The consultant's duties include reviewing existing documentation related to ADA 1.0 and relevant digital policies, conducting desk research and policy analysis, and coordinating with various stakeholders to ensure alignment of findings. The consultant will develop and refine the strategic framework for ADA 2.0, integrating emerging digital trends and ensuring that the framework is responsive to regional needs. Responsibilities also include drafting iterations of ADA 2.0, preparing presentation materials, and participating in technical meetings and consultations. The consultant will ensure that gender equality and inclusivity principles are incorporated into the framework and that all outputs are evidence-based and properly referenced.

Required Qualifications:
Candidates must possess a Master's degree in ICT, digital development, public policy, international development, or related fields. A minimum of 15 years of professional experience in ICT for development, digital transformation, and related areas is required. Proven experience in drafting regional digital agendas and familiarity with ESCWA's work in digital development are essential. The consultant should have extensive knowledge of digital development issues in the Arab region and experience working with international and regional organizations.

Educational Background:
A Master's degree in a relevant field such as ICT, digital development, public policy, or international development is required. Candidates must submit a copy of their educational degree as part of their application, as incomplete applications will not be reviewed.

Experience:
The position requires at least 15 years of professional experience in areas related to ICT for development, digital transformation, and digital policies. Candidates should have a strong background in digital governance and multilateral digital policy processes, as well as experience in drafting regional digital agendas and ICT strategies.

Languages:
Fluency in written and spoken Arabic and English is required for this position. Knowledge of French is also beneficial, as it is one of the working languages of the United Nations Secretariat. Fluency is defined as a rating of 'fluent' in all four areas (speak, read, write, and understand).
