Job Overview:
The Senior Consultant on Non-Urban Solid Waste Streams will play a crucial role in the review of the State Solid Waste Plan of Rio de Janeiro (PERS-RJ). This position requires a comprehensive understanding of various non-urban solid waste streams, including industrial, healthcare, construction, agricultural, transport-related, mining, and commercial waste. The consultant will work closely with UN-Habitat’s operational and technical teams, contributing to the production, analysis, and consolidation of technical inputs necessary for diagnosing waste streams. The consultant will be responsible for developing a Technical Work Plan, conducting diagnostic analyses, identifying environmental liabilities, and producing technical inputs related to the sustainability of management systems for different waste streams. The role demands collaboration with various stakeholders, including state agencies, municipalities, and civil society organizations, to ensure an integrated approach to solid waste management in the state.

Duties and Responsibilities:
The Senior Consultant will have a wide range of responsibilities, including: developing and implementing a Technical Work Plan; preparing the Technical Diagnostic of the PERS-RJ; conducting diagnostic analyses of non-urban waste streams; identifying and characterizing environmental liabilities; producing technical inputs related to waste management sustainability; providing technical support for social participation processes; ensuring methodological and territorial coherence across project workstreams; developing strategic diagnostic analyses; participating in in-person activities related to the diagnostic phase; liaising with data analysis teams; maintaining organized files and data; presenting results and participating in technical meetings; and completing required training courses. The consultant will also be responsible for ensuring the technical quality and alignment of all deliverables with UN-Habitat standards.

Required Qualifications:
Candidates must possess a Bachelor's degree in relevant fields such as Sanitary and Environmental Engineering, Civil Engineering, Geography, Environmental Management, or Urban and Regional Planning. A postgraduate degree in related fields is required, or alternatively, five additional years of relevant experience beyond the basic requirement. A minimum of eight years of professional experience in urban solid waste management, sectoral planning, and technical consultancies in Brazil is essential. Proven experience in preparing or reviewing waste management plans and institutional coordination is required, along with desirable experience in environmental liability evaluation and technical publications in the field.

Educational Background:
The educational background required for this position includes a Bachelor's degree in fields such as Sanitary and Environmental Engineering, Civil Engineering (with a focus on Sanitation), Geography, Environmental Management, or Urban and Regional Planning. Additionally, a postgraduate degree (Lato Sensu or Stricto Sensu) in relevant areas such as Sanitation, Solid Waste, Environmental Engineering, or Circular Economy is required. Candidates without a postgraduate degree must have five additional years of relevant experience to qualify for the position.

Experience:
The position requires a minimum of eight years of professional experience in urban solid waste management, including diagnosis of urban cleaning systems and sectoral planning. Candidates should have experience in preparing or reviewing waste management plans and coordinating with various stakeholders, including governments and service providers. Desirable experience includes evaluating environmental liabilities related to urban solid waste and working with international organizations or UN agencies.

Languages:
Fluency in Portuguese is mandatory for this position, as it is the primary working language in Brazil. Additionally, working knowledge of English and Spanish is desirable, given that English and French are the working languages of the United Nations Secretariat, and Spanish is used in the Regional Office.

Additional Notes:
The consultancy is part-time (55%) with a total remuneration of BRL 80,00
  • The payment schedule is divided into four installments based on the delivery and approval of specific products. The consultant must be available for travel within Brazil as required by the Head of the Brazil Office, with travel expenses covered by UN-Habitat according to United Nations guidelines. The appointment is on a local basis, and only Brazilian nationals or those with a permanent visa in Brazil may apply. The contract's extension is subject to funding availability and performance, and all applications must be submitted in English through the specified system.
