Job Overview:
The Deputy Chief of Party II will play a crucial role in managing the RAPID project, which is part of a global emergency response initiative by Catholic Relief Services. This position involves acting on behalf of the Chief of Party when necessary and ensuring high-quality programming that aligns with the organization's mission in humanitarian response. The Deputy Chief of Party II will be responsible for overseeing key programmatic aspects, managing relationships with stakeholders, and ensuring compliance with donor expectations. Duties and Responsibilities:
The Deputy Chief of Party II will manage key programmatic aspects of the RAPID project, ensuring effective implementation and consolidation of project activities. Responsibilities include serving as a point of contact for the Department of State and other stakeholders, managing project functions to meet donor expectations, and ensuring adherence to CRS program quality standards. The incumbent will supervise and manage team dynamics, providing coaching and mentoring to staff, and developing individual development plans. Risk management is a critical aspect of this role, requiring the monitoring of national and regional issues that may impact staff and programming. The Deputy Chief of Party II will also maintain relationships with consortium partners, contribute to coordination of roles and activities, and create a learning environment that encourages sharing of ideas and solutions. The role involves identifying performance gaps and recommending training opportunities for staff.

Required Qualifications:
Candidates must possess a Bachelor’s degree in international development, International Relations, or a relevant technical area. A minimum of 5 years of relevant management and technical experience is required, including at least 2 years of experience managing donor funds and multi-country grants. Strong knowledge and experience in budget management are essential, along with recognized technical expertise in the sector, demonstrated through peer-reviewed publications or conference presentations. Successful management experience in complex, high-value, multi-activity projects is also required.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in international development, International Relations, or a related technical field. This foundational education is critical for understanding the complexities of humanitarian response and project management.

Experience:
The position requires a minimum of 5 years of relevant management and technical experience, with at least 2 years specifically focused on managing donor funds, including multi-country grants. Candidates should have a proven track record of successful management in complex projects, demonstrating the ability to navigate complicated logistics and deliver results.

Languages:
Proficiency in English (both verbal and written) is mandatory, along with at least one additional language from the following: French, Spanish, or Arabic. This multilingual capability is essential for effective communication in diverse environments and with various stakeholders.
