Job Overview:
The Programme Officer plays a crucial role in the development, implementation, and evaluation of programs and projects within the OHCHR framework. This position requires a proactive approach to monitoring and analyzing program/project development, identifying issues, and proposing corrective actions. The Programme Officer will also engage in consulting assignments, facilitating workshops, and assisting clients in managing change effectively. The role involves extensive research, policy development, and data collection, which are essential for informed decision-making and strategic planning. The Programme Officer will prepare various written outputs, provide support for meetings and conferences, and conduct outreach activities, including training workshops and presentations. Additionally, the position requires participation in field missions and coordination of budget-related activities, ensuring that all aspects of program/project management are addressed comprehensively.

Duties and Responsibilities:
The Programme Officer will be responsible for a wide range of duties, including:
  • Participating in the development, implementation, and evaluation of assigned programs/projects.
  • Monitoring and analyzing program/project development and implementation, reviewing relevant documents, and proposing corrective actions.
  • Conducting consulting assignments and facilitating workshops to assist clients in managing change.
  • Researching, analyzing, and presenting information from diverse sources.
  • Assisting in policy development, including the review and analysis of issues and trends.
  • Undertaking survey initiatives and designing data collection tools.
  • Preparing various written outputs, such as draft background papers and sections of reports.
  • Providing substantive support to consultative meetings and conferences.

  • Participating in or leading field missions and drafting mission summaries. 1
  • Coordinating activities related to budget and funding, including preparing related documents and reports. 1
  • Collecting and analyzing data to identify trends and provide insights for decision-making. 1

Required Qualifications:
Candidates must possess a strong understanding of theories, concepts, and approaches relevant to the sector. They should have the ability to identify and analyze issues, conduct data collection, and apply judgment in various contexts. Professionalism, teamwork, and planning and organizing skills are essential. The ideal candidate should demonstrate a commitment to gender perspectives and the equal participation of women and men in all areas of work. Additionally, they should be able to analyze and interpret data effectively to support decision-making processes.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in project or program management, administration, or a related area is required. Experience with Performance Monitoring Systems and reporting to donors on expenditures is desirable, indicating a strong background in managing and evaluating programs effectively.

Languages:
English and Arabic are required for this position, with proficiency at UN Level III for reading, writing, listening, and speaking. French is considered desirable, with a minimum proficiency of UN Level I.
