Job Overview:
The Deputy Chief of Party II will play a crucial role in managing the RAPID project, which is part of a global emergency response initiative by Catholic Relief Services. This position involves acting on behalf of the Chief of Party as needed, including representing the organization to donors and stakeholders. The Deputy Chief of Party II will ensure the delivery of high-quality programming and uphold CRS's reputation as a leading agency in humanitarian response. Duties and Responsibilities:
The Deputy Chief of Party II will manage key operational aspects of the RAPID project, serving as a point of contact for the Department of State and other stakeholders. Responsibilities include overseeing project functions to meet donor expectations, ensuring adherence to CRS program quality standards, and effectively managing talent and team dynamics. The incumbent will provide coaching and mentoring to staff, contribute to recruitment processes, and monitor national and regional issues that may impact staff and programming. Additionally, the Deputy Chief of Party II will maintain relationships with consortium partners, ensure compliance with donor grants, and create a conducive learning environment for staff development. The role also involves identifying performance gaps and recommending training opportunities for both CRS and partner staff.

Required Qualifications:
Candidates must possess a Bachelor’s degree in international development, International Relations, or a relevant technical area. A minimum of 5 years of relevant management and technical experience is required, along with at least 2 years of experience managing donor funds, including multi-country grants. Strong knowledge and experience in budget management are essential, as well as recognized technical expertise in the sector demonstrated through peer-reviewed publications or conference presentations. Successful management experience of complex, high-value projects with complicated logistics is also required.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as international development or International Relations. This foundational education is critical for understanding the complexities of humanitarian response and project management in diverse environments.

Experience:
The position requires a minimum of 5 years of relevant management and technical experience, with at least 2 years specifically in managing donor funds and multi-country grants. Candidates should have a proven track record of successful management in complex project environments, demonstrating the ability to handle high-value, multi-activity projects effectively.

Languages:
Proficiency in English, both verbal and written, is mandatory. Additionally, candidates should have proficiency in at least one of the following languages: French, Spanish, or Arabic. This multilingual capability is essential for effective communication in diverse operational contexts.

Additional Notes:
The position is tentatively set to last from July 1, 2026, to December 31, 2027, and is contingent upon funding. The role requires a willingness to travel up to 30% of the time, with deployments typically lasting between 2 to 4 weeks.
