Job Overview: The consultant's engagement will support the Kosovo Academy for Public Safety (KAPS) in developing a comprehensive strategy that aligns with its legal mandate and contemporary developments in public safety education. The consultant will conduct a thorough institutional analysis and ensure that the strategy includes realistic implementation mechanisms and clear monitoring and evaluation components. The process will be divided into four interconnected phases: the first phase involves analyzing the current situation; the second phase focuses on drafting the Development Strategy for 2027–2031; the third phase includes facilitating validation discussions during a workshop; and the fourth phase entails finalizing the strategy document and accompanying action plan. Throughout these phases, the consultant will review relevant institutional documents, conduct consultations with key stakeholders, and guide the drafting and refinement of both the strategic document and its implementation framework. The first two phases will be conducted remotely, while the latter two phases will require on-site engagement, including a three-day workshop to ensure focused participation from stakeholders.
Duties and Responsibilities: The consultant will be responsible for several key tasks: conducting desk research related to the background of KAPS, analyzing the current situation over three days off-site, reviewing relevant strategic, legal, and institutional documents, and examining findings from accreditation processes. The consultant will also conduct orientation meetings with management and key units, as well as relevant stakeholders. In drafting the KAPS Strategy for 2027-2031, the consultant will contribute to formulating the institutional mission, vision, and values, propose strategic pillars and objectives, and write the first draft of the Development Strategy and action plan. The consultant will ensure that the draft aligns with good governance standards and contemporary trends. Additionally, the consultant will facilitate a three-day strategic workshop with KAPS senior management and counterparts, present the draft strategy, lead discussions on validation, and document recommendations. Finally, the consultant will conduct a roundtable with KAPS senior management to finalize the strategy, integrating workshop recommendations and consolidating the final version of the strategy. A consultancy report, including the final draft version of the KAPS Development Strategy, will also be required.
Required Qualifications: Candidates must possess a university degree in law and justice or a related field, along with proven experience in law enforcement career development. They should demonstrate the ability to produce high-quality evaluation reports with actionable recommendations for KAPS's future strategic direction. Familiarity with issues related to postgraduate education and law enforcement institutions in Kosovo or the region is considered an asset. A minimum of five years of relevant professional experience in developing strategies and action plans is required. Candidates should also exhibit excellent presentation skills and strong written and oral communication skills in English. The ability to work collaboratively as part of a team, respecting diverse cultural and religious backgrounds, is essential.
Educational Background: The position requires a Bachelor's Degree, which is defined as a first-level university degree or its equivalent. The educational background should be in law, justice, or a related field that supports the consultant's ability to engage with the strategic development of KAPS.
Experience: The consultant must have a minimum of five years of relevant professional experience, particularly in the development of strategies and action plans.
