Job Overview:
The position of Consultant for Evidence-Based Policing Training involves the development and delivery of a comprehensive training program aimed at enhancing the capabilities of the Kosovo Police (KP) in evidence-based policing (EBP). The consultant will be responsible for creating training methodologies and materials, conducting training sessions, and ensuring the integration of EBP principles into the KP's operational framework. This role is crucial in fostering a data-informed decision-making culture within the KP, aligning with their strategic objectives for 2026-203
  • The consultant will work closely with the Department for Security and Public Safety (DSPS) and the Community Safety Development Section (CSDS) to ensure the training is tailored to the specific needs of the KP, focusing on critical areas such as domestic violence, road safety, and community-oriented policing. The ultimate goal is to build sustainable internal capacity within the KP to continue implementing EBP practices beyond the consultant's involvement.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including:
  • Developing the training methodology and materials in consultation with the DSPS/CSDS project activity manager, ensuring that all training components are coherent and aligned with the KP's strategic goals.
  • Preparing pre- and post-training knowledge assessment tools to evaluate the effectiveness of the training sessions.
  • Delivering the EBP training program, which includes two one-day strategic-level trainings for senior KP leadership, two two-day operational trainings for KP middle management, and a three-day Training of Trainers (ToT) course for selected KP officers.
  • Integrating EBP tools and models, such as ATLAS, SMS, and EMMIE, into the training, with a focus on practical applications and scenario-based exercises.
  • Submitting a final report summarizing the training program's implementation, participant engagement, key observations, and recommendations for further institutionalization of EBP within the KP.

Required Qualifications:
Candidates must possess a university degree in criminology, criminal justice, policing, public policy, or a related field, with an advanced degree considered an asset. Additionally, a minimum of five years of proven professional experience in Evidence-Based Policing, intelligence-led policing, or data-driven crime prevention and analysis is required. The ideal candidate should have demonstrated experience in designing and delivering specialized training programs for law enforcement agencies, particularly for senior leadership and middle management. Strong practical knowledge of EBP frameworks and tools, including ATLAS, SMS, EMMIE, and crime prevention evaluation methodologies, is essential. Experience in integrating domestic violence/GBV and road safety data into policing strategies is a significant advantage. Previous work in an international or capacity-building context, especially with police or security institutions, is also preferred. Excellent spoken and written English language skills are mandatory, along with the ability to work effectively in a multicultural environment and proficiency in digital literacy, including Microsoft Office applications.

Educational Background:
The educational background required for this position includes a Bachelor's Degree (First-level university degree or equivalent) in a relevant field such as criminology, criminal justice, policing, or public policy. An advanced degree is considered an asset and may enhance the candidate's qualifications for the role.

Experience:
The position requires a minimum of five years of relevant professional experience in the field of Evidence-Based Policing, intelligence-led policing, or data-driven crime prevention and analysis. Candidates should have a proven track record of designing and delivering training programs specifically tailored for law enforcement agencies, demonstrating their ability to engage with senior leadership and middle management effectively. Experience in applying EBP principles in real-world policing contexts is crucial, as is familiarity with the challenges and opportunities faced by police organizations in implementing data-driven practices.

Languages:
Fluency in English is mandatory, both spoken and written, as all training materials and communications will be conducted in this language. While not mandatory, proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the diverse backgrounds of the participants.

The contract for this position is a Special Service Agreement (SSA) for a duration of 13 working days. The consultant will be expected to start on August 10, 2026, and the training sessions will take place between September and October 202
