Job Overview:
The position of International Consultant on Internal Investigation for the Kosovo Police involves a critical role in enhancing the operational effectiveness and accountability of law enforcement institutions in Kosovo. The consultant will be responsible for delivering a comprehensive Training of Trainers program aimed at equipping selected investigators with advanced investigative techniques and methodologies. This program is designed to improve the capacity of local law enforcement to conduct thorough and impartial internal investigations, thereby promoting integrity and professionalism within the police force. The consultant will work closely with the OSCE Mission in Kosovo to develop training materials and methodologies that align with international standards and best practices in policing.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:

• Developing training methodologies and materials in consultation with the Police Development and Monitoring Section (PDMS) activity manager.
• Preparing presentation slides and case studies that will be used during the training sessions.
• Delivering a five-day Training of Trainers program focused on internal investigations for the Kosovo Police.
• Producing a post-training evaluation report that includes recommendations for further action by the OSCE Mission in Kosovo.
• Submitting the training agenda and materials for review and incorporating feedback from the OSCE activity manager.
• Conducting a pre-evaluation on the first day of training to assess participants' knowledge and skills.
• Delivering a comprehensive post-training evaluation report summarizing observations and outcomes of the training.

Required Qualifications:
Candidates must possess a bachelor's degree in law, social sciences, or from a police academy. Additionally, they should have a minimum of ten years of relevant professional experience in investigations, particularly in police investigations. A minimum of five years of training experience related to police investigations is also required. Proven experience in delivering specialized training courses to law enforcement agencies and public institutions is essential. Familiarity with the Kosovo context is advantageous, along with cultural sensitivity and sound professional judgment. Previous experience in capacity building roles is considered an asset, and candidates must demonstrate excellent spoken and written English language skills.

Educational Background:
The educational requirement for this position is a bachelor's degree, which can be in law, social sciences, or a related field from a recognized university or police academy. This foundational education is crucial for understanding the legal and social frameworks within which police investigations operate, as well as for developing effective training methodologies.

Experience:
The position requires a substantial level of experience, specifically a minimum of ten years in relevant professional roles focused on investigations, particularly within police settings. Languages:
