Job Overview:
The position of International Expert in Forensic Crime Scene Management and Accreditation is crucial for the OSCE's project aimed at enhancing the operational capacities of Kosovo's law enforcement institutions. The expert will be responsible for providing specialized support to the Kosovo Police Directorate of Forensics, specifically the Crime Scene Section, as they work towards achieving formal accreditation. This role involves a thorough assessment of current operational practices, compliance with international standards, and the identification of gaps that need to be addressed. The expert will also provide actionable recommendations to improve processes and build confidence within the team. The consultancy is designed to not only enhance the skills of law enforcement officers but also to reinforce public trust and the rule of law in Kosovo through effective, people-centered support.

Duties and Responsibilities:
The duties and responsibilities of the International Expert include:

• Submitting a draft agenda and related materials to the OSCE Activity Manager for review and possible amendment.
• Developing the assessment methodology, agenda, and materials in consultation with the OSCE Activity Manager.
• Conducting a comprehensive five-day assessment of the KP Crime Scene Section’s operational practices and compliance with international standards.
• Providing actionable recommendations to support the accreditation process based on the assessment findings.
• Producing a final consultancy report that summarizes findings, identifies gaps, and outlines recommendations for further action by the OSCE Mission in Kosovo.
• Ensuring that all deliverables are submitted by the specified deadlines, including the draft work plan, assessment methodology, and final consultancy report.

Required Qualifications:
Candidates must possess an advanced degree in forensic science, criminology, or a related field. A minimum of seven years of experience in forensic operations, crime scene management, or laboratory accreditation is required. Proven experience in ISO/IEC 17020/17025 accreditation processes is essential, along with knowledge of quality management systems and internal audit procedures. Strong report-writing and communication skills are necessary, and previous experience working with law enforcement agencies is preferred. The candidate must demonstrate the ability to work effectively as part of a team, respecting diverse cultural and religious backgrounds and genders.

Educational Background:
The educational background required for this position includes a Master's Degree, which is defined as a second-level university degree or its equivalent in a relevant field such as forensic science or criminology. This advanced education is critical for understanding the complexities of forensic operations and the standards required for accreditation.

Experience:
The position requires a significant level of experience, specifically a minimum of seven years in relevant fields such as forensic operations, crime scene management, or laboratory accreditation. This experience should include direct involvement in accreditation processes and familiarity with international standards related to forensic practices.

Languages:
Fluency in English, both spoken and written, is essential for this position. The ability to communicate effectively in English is crucial for report writing, consultations, and collaboration with diverse teams. Additional Notes:
The consultancy is structured as a Special Service Agreement (SSA) and is expected to last for a total of 8 working days. The selected consultant will be compensated based on their qualifications and experience, in accordance with the established rates of the OSCE.
