Job Overview:
The Chargé(e) de Programme National(e) will work under the supervision of the Country Representative and will be responsible for strategic planning, program formulation, and monitoring the execution and effectiveness of the program. This role involves advising and guiding the Country Representative in making corrective and creative decisions in complex situations. The incumbent will supervise and guide the program staff of ONU Femmes and ensure mutual cooperation and coordination among units. The position promotes the gender equality agenda in collaboration with other UN agencies, ONU Femmes headquarters, government officials, advisors, experts, bilateral and multilateral partners, and civil society organizations. The role requires a deep understanding of the political, social, and economic context of Côte d'Ivoire and the ability to produce substantial contributions to national policy documents and processes.

Duties and Responsibilities:
  • Support strategic planning and country program development by conducting in-depth analysis and research on the political, social, and economic situation in the country, preparing substantial contribution notes for key national policy documents.
  • Ensure effective management of the country program aligned with ONU Femmes' thematic priorities, overseeing quality control from formulation to implementation.
  • Facilitate the implementation of monitoring and evaluation mechanisms at the country office level, including strategic planning and reporting.
  • Develop strategic partnerships and implement resource mobilization strategies focusing on achieving results.
  • Facilitate knowledge building and sharing by documenting best practices and lessons learned, organizing training for partners and staff, and preparing synthesis notes and discussion points.

Required Qualifications:
A minimum of a Master's degree in social sciences, human rights, gender development, international development, public administration, business administration, public policy, or a related field. A Bachelor's degree combined with seven years of relevant experience may be accepted in lieu of an advanced degree. A project/program management certification (such as PMP®, PRINCE2®, or MSP®) is an additional advantage. Candidates must demonstrate strong analytical skills, client-oriented approach, and the ability to manage relationships and communicate effectively.

Educational Background:
Candidates must possess a university degree at the Master's level in relevant fields such as social sciences, human rights, gender development, international development, public administration, business administration, or public policy. A Bachelor's degree with seven years of relevant experience may substitute for the advanced degree. Certification in project/program management is a plus.

Experience:
At least five years of progressively responsible experience in program management, including design" style="border-bottom: 1px dotted #007bff !important;">program design, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in gender-related fields is desirable. Proven experience in prioritizing, budgeting, work planning, and developing and drafting programs is required. Experience in effectively managing teams is also preferred.

Languages:
Fluency in French and English is required. Knowledge of another UN language is an asset.
