Job Overview:
The position involves providing consultancy services for the mid-term evaluation of the project titled 'Sinergia para fortalecer el manejo efectivo de las Áreas Naturales Protegidas' (SINERGIA+). The consultant will conduct an independent evaluation to analyze the project's progress, identify areas for improvement, assess the relevance, effectiveness, efficiency, and sustainability of the intervention, and generate recommendations aimed at enhancing the impact and sustainability of the results in preparation for the next phase of the project. The consultant will be expected to work in a hybrid format, balancing remote work with potential travel as required by the project.

Duties and Responsibilities:
  • Conduct a comprehensive mid-term evaluation of the SINERGIA+ project, focusing on its objectives and outcomes.
  • Analyze project documentation and data to assess progress against established indicators.
  • Identify strengths and weaknesses in project implementation and management.
  • Engage with stakeholders, including project staff, beneficiaries, and partners, to gather insights and feedback.
  • Develop a detailed evaluation report that includes findings, conclusions, and actionable recommendations.
  • Present evaluation results to the project coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team and other relevant stakeholders.
  • Ensure that the evaluation adheres to UNDP's evaluation standards and guidelines.
  • Collaborate with the project monitoring and evaluation unit to align evaluation processes with ongoing project activities.

Required Qualifications:
The consultant must possess strong analytical skills, experience in project evaluation, and a deep understanding of environmental management and protected areas. Familiarity with UNDP's operational procedures and evaluation frameworks is highly desirable. The consultant should also demonstrate excellent communication skills, both written and verbal, and the ability to work collaboratively with diverse stakeholders.

Educational Background:
A master's degree in environmental science, project management, social sciences, or a related field is required. Additional certifications in project evaluation or monitoring and evaluation methodologies will be considered an asset.

Experience:
A minimum of 5 years of professional experience in project evaluation, particularly in the context of environmental or conservation projects. Experience working with international organizations, especially within the UN system, is preferred. Proven track record of conducting evaluations that have influenced project design and implementation is essential.

Languages:
Fluency in Spanish is mandatory, as the project operates in a Spanish-speaking context. Proficiency in English is also desirable, as it may be necessary for reporting and communication with international stakeholders.

  • The consultant will be compensated based on the delivery and acceptance of products according to an established schedule. Travel costs will be covered by the project if travel is required. The position is part-time, allowing for flexibility in work hours.
