Job Overview: In this role, the Humanitarian Mine Action (HMA) Supervisor will be responsible for leading and overseeing the Manual Mine Clearance and Battle Area Clearance processes in Mykolaiv. The position requires a proactive approach to managing HMA teams and ensuring that operations are conducted in accordance with established standards and protocols. The Demining Supervisor will work closely with the Technical Field Manager and Technical Advisors to prioritize and plan explosive ordnance clearance tasks, adapting to the urgent needs of conflict-affected populations in the region. The successful candidate will play a crucial role in ensuring the safety and effectiveness of mine clearance operations, contributing to the overall mission of DRC in providing humanitarian assistance and support to those impacted by conflict.
Duties and Responsibilities: The Demining Supervisor will report directly to the Technical Field Manager and will have a range of responsibilities including: supervising Manual Mine Clearance and Battle Area Clearance teams, providing administrative and welfare support to team members, conducting refresher training as needed, representing the teams at coordination meetings, planning daily operational activities, reporting on materials and equipment, ensuring timely replenishment of operational supplies, and maintaining communication with fleet management regarding vehicle issues. The supervisor will also be responsible for familiarizing themselves with International Mine Action Standards and ensuring compliance with all operational procedures. Additionally, the supervisor will conduct monthly quality control assessments of cleared areas and submit logistical requests for procurement in a timely manner.
Required Qualifications: To qualify for this position, candidates must possess the following required qualifications: EOD L3 Qualification, Deminer Qualification, Training of Trainers Qualification, Team Leader Qualification, and a solid understanding of Information Management Systems for Mine Action. Candidates should also demonstrate a comprehensive understanding of the land release process, recruitment processes, and NGO procurement procedures. A good working knowledge of the Ukrainian language and moderate proficiency in English are essential, along with a valid driving license (category B) and at least three years of driving experience with both manual and automatic transmission vehicles.
Educational Background: Candidates are expected to have a relevant educational background that supports their qualifications for the role. This may include formal education in fields related to humanitarian action, mine action, or other relevant disciplines that provide a foundation for understanding the complexities of mine clearance operations and humanitarian response.
Experience: The ideal candidate should have a minimum of two years of experience leading Humanitarian Mine Action operations, specifically in Technical Survey, Manual Mine Clearance, and Battle Area Clearance. Experience with mine detection equipment such as Minelab F3, UPEX 740, SC 100, or Schonstedt is also required. Candidates with experience in leading clearance operations involving mechanical assets and those who hold drone pilot qualifications will be viewed favorably. Additionally, familiarity with the National Mine Action Authority and other stakeholders in the HMA sector is advantageous.
Languages: Fluency in Ukrainian is mandatory, and candidates should possess moderate proficiency in English. Additional language skills may be considered an asset, particularly if they enhance communication with diverse stakeholders in the humanitarian sector.
Additional Notes: This position is based in Mykolaiv, which is designated as a non-family duty station. The contract length includes a three-month probation period with the possibility of extension to one year. The start date for this position is set for July 20, 202
