Job Overview: The Business Intelligence Expert will play a pivotal role within the Financial Information Systems Unit of EUROCONTROL, specifically within the Directorate Central Route Charges Office and Finance. This position is designed for a professional who will provide technical expertise in the design, implementation, and evolution of the Central Route Charges Office's data warehouse architecture. The expert will coordinate the deployment of business intelligence solutions, manage transition activities for new releases, and contribute to various projects within the relevant business domain. The role requires developing and maintaining a multi-year roadmap for business intelligence, analytics, and reporting capabilities, ensuring alignment with both business and technical needs. The expert will also be responsible for optimizing reporting tools and dashboards, analyzing reporting requirements, and implementing reporting requests, all while ensuring the quality of outsourced developments and maintaining reporting standards.
Duties and Responsibilities: The selected candidate will be responsible for a comprehensive set of duties, including:
Providing technical expertise in the design and evolution of the CRCO’s data warehouse architecture.
Coordinating the deployment of business intelligence solutions and managing transition activities for new releases.
Developing and maintaining a multi-year roadmap for BI, analytics, and reporting capabilities.
Providing expertise on data modeling, ETL processes, and integration with internal and external systems.
Rationalizing and optimizing reporting tools and dashboards to enhance efficiency and usability.
Analyzing and documenting reporting requirements by reviewing business processes and modeling specifications.
Identifying opportunities for improving reporting processes and proposing enhancements.
Implementing reporting requests, including configuration setup for BI tools, data warehouse, business reports, dashboards, and analytics.
Supporting and validating testing activities by developing test plans and procedures. 1
Monitoring the quality of outsourced developments and validating reporting deliverables. 1
Contributing to the definition and maintenance of reporting standards, KPIs, and metadata frameworks. 1
Carrying out any other tasks in line with the main purpose of the job.
Required Qualifications: Candidates must fulfill one of the following educational requirements:
Completion of third-level studies in a relevant field (Engineering, IT, etc.) meeting European Qualifications Framework (EQF) Level 7, followed by at least 3 years of relevant professional experience.
Completion of third-level studies in a relevant field (Engineering, IT, etc.) meeting EQF Level 6, followed by at least 4 years of relevant professional experience. Additionally, candidates should have experience in user requirements, data and process modeling, reporting development lifecycle, data analysis (SQL; BI tools), and cloud implementations. Familiarity with ITIL, ITSM tools, and external provider collaboration is also required.
Educational Background: The educational background required for this position includes a degree in a relevant field such as Engineering or Information Technology. Candidates must meet the European Qualifications Framework (EQF) Level 6 or Level 7 standards, which correspond to a bachelor's or master's degree, respectively. This educational foundation is essential for understanding the complexities of data management and business intelligence.
Experience: Candidates should possess a minimum of 3 to 4 years of relevant professional experience, depending on their educational qualifications. This experience should encompass user requirements, data and process modeling, and familiarity with the reporting development lifecycle and data warehouse implementation. Additionally, candidates should have experience in data analysis, BI quality assurance, and incident management, demonstrating a comprehensive understanding of the business intelligence landscape.
Languages: Proficiency in English at level C1 is mandatory for this position, as it is the primary working language of the Agency. Candidates are also required to become at least a basic user of French at level A1 before the end of the probation period. This bilingual requirement reflects the multicultural environment of EUROCONTROL and the need for effective communication across diverse teams.
Additional Notes: The position is classified as an Administrator level AD6-AD9, with a duration of 5 years, subject to renewal or conversion under specific conditions. The selected candidate must successfully complete a probationary period of nine months. The appointment may be renewed multiple times, but the total duration, including all renewals, cannot exceed nine years. Internal candidates will retain their current appointment duration, and external candidates must provide documentary evidence confirming they meet the minimum education requirements. The working arrangement follows a hybrid model, combining onsite presence with remote work opportunities, although full-time remote work is not permitted.
