Job Overview:
The MEAL Assistant position is integral to the NRC Palestine Monitoring and Evaluation (MEAL) unit, which is responsible for implementing MEAL Plans that encompass data collection, validation, and analysis. The role requires adherence to NRC policies and guidelines, assisting in the execution of MEAL activities, and contributing to the development of status reports as needed. The MEAL Assistant will play a crucial role in ensuring that projects effectively target beneficiaries in need and will be involved in promoting technical improvements and implementing Safe and Inclusive Programming Minimum Standards. This position is vital for maintaining the quality of programs and ensuring that monitoring data is reported promptly to relevant staff.

Duties and Responsibilities:
The MEAL Assistant will carry out field monitoring visits to assess program quality, support the MEAL team in maintaining updated databases, and facilitate clear information flow between the program and MEAL teams. Responsibilities include conducting Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and surveys as required, assisting in the development of data collection methodologies and tools, and supporting program staff with data collection, validation, analysis, and interpretation. The role also involves providing technical training sessions for NRC program staff related to MEAL activities and tools, assisting with the implementation of additional MEAL activities, and undertaking any other reasonable tasks assigned by management. If delegated, the MEAL Assistant may also support the documentation and analysis of Complaints Feedback Mechanism (CFM) data.

Required Qualifications:
Candidates must possess good analytical skills, organizational abilities, and excellent interpersonal and communication skills. Proficiency in Arabic is mandatory, along with basic written and spoken English. A minimum of 12 months of experience in data collection and/or analysis is required, along with a university degree in Engineering, Business Administration, or related fields. Knowledge of various data collection methodologies and mobile data collection tools is advantageous, as is familiarity with software programs such as MS Word, Excel, and PowerPoint. Experience in qualitative and quantitative data collection, analysis, and validation, particularly with tools like Power BI, is also beneficial.

Educational Background:
The position requires a university degree in a relevant field such as Engineering, Business Administration, or other related disciplines. This educational background is essential for understanding the complexities of data collection and analysis within a humanitarian context.

Experience:
The ideal candidate should have at least 12 months of experience working in data collection and/or data analysis, preferably within a humanitarian or recovery context. Previous experience in complex and volatile environments is desirable, as it equips the candidate with the necessary skills to navigate the challenges associated with humanitarian work.

Languages:
Proficiency in Arabic is mandatory for this position, as it is essential for effective communication and data collection in the local context. Basic written and spoken English is also required, which will aid in reporting and collaboration with international teams. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The contract duration for this position is 6 months, with working hours set at 38 hours per week from Sunday to Thursday. The salary and benefits will be determined according to NRC’s salary scale and terms and conditions, specifically for the Gaza duty station. This position is open only to residents of the Gaza Strip.
