Job Overview: The security" style="border-bottom: 1px dotted #007bff !important;">Security and Safety Expert position is integral to the Network Management Directorate and the Operational Safety, SQS & Integrated Risk Management Unit at EUROCONTROL. The selected candidate will be responsible for maintaining and promoting security and safety policies, conducting assessments, and applying methodologies to identify issues while recommending appropriate corrective actions. This role requires active participation in the development and implementation of security and safety processes and procedures related to management systems. The expert will also lead or participate in projects, providing analysis to support decision-making processes. Additionally, the role involves contributing to security and safety events, delivering training and awareness sessions, and supporting the production of technical reports and documentation. The candidate must reside in Brussels or nearby to ensure effective execution of duties, and the position operates under a hybrid working model that combines onsite presence with remote work opportunities, subject to managerial approval.
Duties and Responsibilities: The duties and responsibilities of the Security and Safety Expert include performing security risk assessments and safety support assessments for technical and operational changes. The expert will apply security and safety methodologies and models to identify issues and propose remedial actions. They will contribute to the development of security and safety deliverables, including the preparation of security and safety documentation required for the notification and acceptance of changes. The role also involves defining and implementing security and safety processes, procedures, and manuals to enhance the security and safety management systems, ensuring regulatory compliance and supporting continuous improvement initiatives. The expert will participate in and/or lead projects related to security and safety initiatives, ensuring effective planning, progress monitoring, execution, and reporting. They will engage in decision-making discussions by providing analysis and preparing supporting materials for acceptance of changes, and will participate in security and safety events, contributing to training and awareness activities. Additionally, the expert will draft technical and administrative documents, reports, and presentations, and will prepare for and execute audits to ensure compliance with EU regulatory frameworks and international standards.
Required Qualifications: Candidates must fulfill one of the following educational and professional experience requirements: Completion of third-level studies in a relevant field (e.g., aeronautical engineering, IT engineering) meeting European Qualifications Framework (EQF) level 7, followed by at least 5 years of relevant professional experience; or completion of third-level studies in a relevant field meeting EQF level 6, followed by at least 6 years of relevant professional experience. Internal candidates can refer to the intranet for equivalency of in-house experience to educational qualifications. Professional trainings and certifications in security risk assessment, safety assessment, IT quality processes, and software development lifecycle are considered assets. Experience in performing security risk assessments and safety assessments in the ATM/ANS domain, monitoring compliance with EU regulations, and applying cybersecurity frameworks is also required.
Educational Background: The educational background required for this position includes a degree in a relevant field such as aeronautical engineering or IT engineering. Candidates must meet the European Qualifications Framework (EQF) level 6 or 7, depending on their years of professional experience. This educational foundation is essential for understanding the complexities of security and safety management within the air traffic management domain.
Experience: The position requires candidates to have significant experience in security and safety management, particularly within the ATM/ANS domain. Candidates should have at least 5 to 6 years of relevant professional experience, depending on their educational qualifications. This experience should include performing security risk assessments, safety assessments, and monitoring compliance with EU regulations and directives. Familiarity with cybersecurity frameworks and standards is also beneficial.
Languages: Proficiency in English at level C1 is mandatory for this position, as it is one of the working languages of the Agency. Additionally, candidates are required to become basic users of French at level A2 before the end of the probation period. This language requirement is crucial for effective communication within the multinational and multicultural environment of EUROCONTROL.
Additional Notes: The position is a full-time role with a duration of 5 years, subject to renewal or conversion under specific conditions. The selected candidate must successfully complete a probationary period of nine months before being established in the post. The appointment may be renewed multiple times, but the total duration, including all renewal periods, cannot exceed nine years. Internal staff appointed for a determined period will retain their current appointment duration, while those appointed for an undetermined period will continue under existing rules. The selected candidate will be appointed at the grade specified in the vacancy notice, and candidates not selected will be placed on a reserve list for similar roles, valid for one year from the closing date of applications.
