Job Overview:
The Global Workforce Planning Lead will play a pivotal role in transforming the staffing and workforce management approach of MSF's Operational Center Brussels (OCB). This position is integral to the People and Workforce Department, which is evolving from a traditional administrative HR model to a more strategic and integrated workforce planning framework. The successful candidate will lead the Staffing People and Operations Delivery unit, ensuring that workforce planning is data-informed and aligned with MSF's strategic ambitions for 2026-203
  • This role requires close collaboration with various departments, including Operations, HR Officers, and Country Programs, to develop a coherent and future-oriented approach to workforce deployment, ultimately enhancing MSF's capacity to respond to humanitarian needs effectively.

Duties and Responsibilities:
  • Lead the Staffing People and Operations Delivery team, ensuring clear priorities and effective collaboration across various functions.
  • Oversee staffing functions, including Pool Management and workforce planning, to provide timely support to Operations and HR teams.
  • Develop workforce planning approaches that anticipate staffing needs and align with operational priorities.
  • Facilitate regular workforce planning reviews with stakeholders to ensure resource allocation is effective.
  • Produce and utilize staffing dashboards and analytical briefs to support decision-making.
  • Identify trends and bottlenecks in staffing and provide recommendations for improvement.
  • Support the design of staffing models for various programs and emergencies, ensuring alignment with strategic goals.
  • Document processes and methodologies to foster organizational learning and continuous improvement in staffing practices.
  • Promote a culture of anticipation and shared accountability for workforce availability across the organization.

Required Qualifications:
Candidates must possess a university degree in Human Resources Management, Data Analytics, Statistics, International Relations, Humanitarian Management, or a related field, or have equivalent professional experience of at least 8 years. A minimum of 8 years of relevant experience in HR, workforce management, or organizational management is required, with significant experience in leading large teams in complex international settings. Proven ability to manage teams effectively and experience in using workforce data and HR analytics to inform staffing decisions are essential. Experience with MSF or similar humanitarian organizations is considered an asset.

Educational Background:
A university degree in a relevant field such as Human Resources Management, Data Analytics, Statistics, International Relations, or Humanitarian Management is required. Alternatively, candidates may qualify with 8 years of equivalent professional experience in a related area.

Experience:
The position requires a minimum of 8 years of relevant professional experience in HR, workforce management, staffing, or organizational management. Candidates should have demonstrated experience in leading sizeable teams and managing multi-functional units in complex international environments. Experience in using workforce data and HR analytics to support staffing decisions is crucial, particularly in large-scale international organizations.

Languages:
Proficiency in English, both written and spoken, is mandatory for this position. Knowledge of additional languages such as French, Spanish, or Arabic is considered an asset and may enhance a candidate's suitability for the role.

Additional Notes:
The expected starting date for this position is as soon as possible, with the primary location being Brussels, Belgium. However, other locations where MSF has entities may be considered if they are accessible by train and within a minimum of 3 hours from Brussels, subject to legal and residency considerations. The contract type is open-ended and full-time, with the possibility of homeworking according to MSF policy. The salary will be determined according to the MSF-OCB salary grid, and benefits include meal vouchers, hospital insurance, a pension plan, and full reimbursement for public transportation costs.
