Job Overview:
The Officer Defence Policy position is integral to the Defence Industry, Innovation and Armaments Division (D2IA) at NATO. The incumbent will be responsible for developing comprehensive policy papers, reports, and briefing materials that focus on capability development and delivery. This role requires a solid evidence basis to support decision-making processes for Allied leadership. The Officer will also spearhead initiatives aimed at enhancing cooperation with partners, particularly Ukraine, and will be expected to deputize for the Head of Section when necessary. The position demands a proactive approach to policy development, stakeholder management, and representation of NATO in various forums. The successful candidate will be expected to work outside normal office hours as required, demonstrating flexibility and commitment to the role.

Duties and Responsibilities:
The duties and responsibilities of the Officer Defence Policy include:
  • Expertise Development: Continuously develop and maintain knowledge on capability development and delivery, particularly in relation to NATO's defence planning needs. Lead efforts to coordinate cooperation with Ukraine, ensuring alignment with NATO policies. Analyze partnership policy implications related to Ukraine and provide timely advice and recommendations.
  • Policy Development: Actively support the development of policies, reports, and initiatives within the Conference of National Armaments Directors and Defence Industrial Production Board. Lead the work plan for the NATO Ukraine Council Working Group on Defence Technical Cooperation, drafting and reviewing policy documents on capability development and defence production.
  • Stakeholder Management: Coordinate meetings and share information to advance the work of relevant NATO councils and working groups. Plan and arrange meetings for the NATO Ukraine Council Working Group, proposing goals to the Chair.
  • Representation: Represent NATO at conferences, workshops, and seminars, engaging with senior officials and members of international organizations.
  • People Management: Foster a positive work environment, providing feedback on performance and mentoring opportunities. Perform any other related duties as assigned.

Required Qualifications:
To qualify for the Officer Defence Policy position, candidates must possess a university degree or an equivalent qualification in a relevant field. They should have a minimum of 6 years of experience in defence policy, planning, or capability development, with a proven track record in drafting policies. Excellent policy-writing and communication skills are essential, as is the ability to convey complex policy implications to both technical and non-technical audiences. Candidates must demonstrate strong political judgement and analytical skills to support evidence-based decision-making. Additionally, proficiency in NATO's official languages (English/French) is required, with a minimum level of V (Advanced) in one language and I (Beginner) in the other.

Educational Background:
Candidates must hold a university degree or an equivalent level of qualification in a field relevant to defence policy, planning, or capability development. This educational background is crucial for understanding the complexities of NATO's operational environment and the strategic implications of defence initiatives.

Experience:
The position requires at least 6 years of relevant experience in defence policy, defence planning, or capability development. This experience should include a strong background in drafting policies and engaging with various stakeholders in the defence sector. Leadership experience within multinational teams and familiarity with NATO's political and military consultative processes will be considered advantageous.

Languages:
Candidates must possess proficiency in NATO's official languages, specifically English and French. A minimum level of V (Advanced) in one language and I (Beginner) in the other is required. Additional language skills may be beneficial but are not mandatory.

Additional Notes:
The successful applicant will be offered a definite duration contract of three years, with the possibility of renewal for up to three additional years. The maximum period of service in this post is six years. If the applicant is seconded from a national administration of a NATO member state, the same contract terms apply, subject to national authority agreement. The position may require travel and working outside normal office hours.
