Job Overview:
In this role, the Senior Officer, Financing Partnerships will be a key member of the Global Policy and Advocacy (GPA) division, specifically within the Health R&D initiative. Reporting to the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director for health R&D and infectious diseases, the Senior Officer will collaborate with financing experts and relationship managers to develop and accelerate bilateral co-financing partnerships for priority health innovations. This position requires a strategic approach to coordinate financing efforts, facilitate knowledge sharing, and support the development of business cases that translate health impact data into actionable financial opportunities. The Senior Officer will also play a crucial role in ensuring that the financing strategies align with the Foundation's broader program goals and advocacy strategies, working closely with various internal teams to achieve these objectives.

Duties and Responsibilities:
The Senior Officer will be responsible for convening the GPA Health R&D bilateral financing coordinating group, which serves as a cross-functional forum to prioritize relevant opportunities and foster collaboration among leads working on external financing for health R&D. The role involves serving as an expert voice on deal teams, shaping opportunities, sizing financing requirements, defining capital structures, and negotiating terms to secure new partnerships. Additionally, the Senior Officer will support strategic engagement with potential co-investors, manage timely R&D deal structuring, and translate technical profiles of health innovations into compelling narratives for funders. The position also entails overseeing the development of internal business cases, managing data-driven assessments, and preparing briefs for foundation leadership.

Required Qualifications:
Candidates must possess deep experience in financial strategy, partnership development, and funder engagement, particularly in health R&D contexts. A demonstrated expertise in deal structuring, including capital stacks and blended finance, is essential. The ideal candidate will have a track record of managing complex financing deals and coordinating with legal and finance teams. Strong analytical skills, the ability to translate technical requirements into funder-relevant investment cases, and experience in global health R&D or health innovation commercialization are preferred. Proven leadership skills and the ability to build consensus among multidisciplinary teams are also critical for success in this role.

Educational Background:
A relevant educational background is required, typically including a degree in finance, public health, international development, or a related field. Advanced degrees such as a Master's or MBA may be preferred, particularly for candidates with extensive experience in health R&D financing.

Experience:
Candidates should have significant experience in financial strategy and partnership development, particularly within matrixed and collaborative environments focused on health R&D. Experience in managing or supporting complex structured financing deals, as well as familiarity with impact investors and philanthropic ecosystems, is highly desirable.
