Consultant for the Development of Guidebook on Personal Data Protection Law

Job Overview:
The consultant will play a crucial role in developing a comprehensive guidebook aimed at implementing the Personal Data Protection Law (PDPL) in Jordan. This position requires a deep understanding of data privacy laws and practices, particularly in the context of the Arab region. The consultant will be responsible for creating a document that not only outlines the legal framework established by the PDPL but also provides practical guidance for its application in everyday scenarios. This involves conducting thorough research, engaging with stakeholders, and synthesizing information into a clear and accessible format. The guidebook is intended to serve as a resource for both public and private sector employees, ensuring they have the necessary tools to comply with the law effectively. The consultant will also need to ensure that the guidebook addresses gender considerations and is inclusive of youth perspectives, reflecting ESCWA's commitment to equality and diversity.

Duties and Responsibilities:
The consultant's primary responsibilities include:

• Reviewing national documents, including legislation and existing policies related to digital transformation and personal data protection in Jordan.
• Analyzing regional and international best practices related to personal data protection implementation, focusing on at least three regional and three international cases.
• Identifying key national stakeholders and coordinating interviews and meetings with representatives from both public and private sectors.
• Contributing to sectoral workshops to discuss needs and priorities as necessary.
• Drafting a suggested guidebook that is clear and straightforward, based on a gap analysis and best practices.
• Providing clear examples for each concept in the guidebook to enhance understanding and practical application.
• Participating in national workshops and capturing key comments from discussions.
• Updating the draft proposal based on feedback from ESCWA, MoDEE, and stakeholders during the consultation process.
• Ensuring that the writing is gender-sensitive and inclusive, addressing the needs of both men and women, as well as youth.

Required Qualifications:
Candidates must possess an advanced university degree in law, specializing in IT, Privacy, or Digital Law, or a related field. A Ph.D. degree is desirable, along with certifications in Information Privacy such as CIPP, CIPM, or CIPT. Additionally, candidates should demonstrate a strong understanding of data privacy laws and practices, particularly in the context of the Arab region.

Educational Background:
The position requires an advanced university degree in law, with a specialization in IT, Privacy, or Digital Law. A Ph.D. is considered an asset. Candidates should also have relevant certifications in Information Privacy, such as CIPP, CIPM, or CIPT, to demonstrate their expertise in the field.

Experience:
A minimum of 5 years of experience in data privacy is required for this position. Candidates should have a proven track record of working with data protection laws and practices, particularly in the context of the Arab region. Experience in developing policy documents or guidebooks related to data privacy is highly desirable.

Languages:
Fluency in written and spoken English and Arabic is required for this position. Knowledge of French is also beneficial, as English and French are the working languages of the United Nations Secretariat. Fluency is defined as a rating of 'fluent' in all four areas: speaking, reading, writing, and understanding. Knowledge of a language is defined as a rating of 'confident' in at least two of the four areas.
