Job Posting Organization:
The United Nations Economic and Social Commission for Western Asia (ESCWA) is an organization that supports member States in advancing public sector governance, institutional modernization, and strategic human resources management. ESCWA operates in the Arab region and focuses on addressing emerging governance challenges and administrative reform priorities. ESCWA collaborates with various ministries and governmental bodies across member states to enhance institutional capacity and improve governance frameworks.

Job Overview:
The consultancy aims to assist the Ministry of Digital Transition and Administration Reform of the Kingdom of Morocco in transitioning from traditional personnel administration to a more strategic competency-based management system. This role is crucial for enhancing institutional performance, sustaining critical competencies, and supporting anticipatory workforce planning. The consultant will contribute to modernizing job and competency reference frameworks, improving recruitment and training processes, and addressing competency gaps. The position requires a deep understanding of strategic workforce planning and competency management, as well as the ability to support the Ministry in aligning its human resources management approaches with digital transformation and administrative reform objectives.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks under the supervision of ESCWA’s Governance and Conflict Prevention Cluster. Key responsibilities include identifying current and future competencies, developing practical tools for competency-based workforce planning, and preparing implementation guides. The consultant will also support the development of monitoring and evaluation mechanisms, facilitate technical workshops, and prepare analytical reports. Specific duties include assessing the current human resources management situation, reviewing job and competency frameworks, and linking competency frameworks to recruitment and training processes. The consultant will also contribute to the preparation of a final technical report summarizing methodologies and recommendations for future steps.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Public Administration, Human Resources Management, Organizational Development, Public Policy, Management, Governance, or a related field. A minimum of 5 years of professional experience in public sector human resources management, competency-based management systems, or institutional reform is required. Candidates should demonstrate experience in developing competency frameworks and strategic workforce planning methodologies. Strong knowledge of public administration reform and competency-based human resources management approaches is essential. Experience in preparing operational tools and working with government institutions or international organizations is highly desirable. Strong analytical, drafting, facilitation, and organizational skills are also required.

Educational Background:
A Master’s degree or equivalent in relevant fields such as Public Administration, Human Resources Management, Organizational Development, Public Policy, Management, or Governance is required for this position. Experience:
The position requires at least 5 years of professional experience in areas related to public sector human resources management, competency-based management systems, workforce planning, or institutional reform. Candidates should have demonstrated experience in developing competency frameworks and strategic workforce planning methodologies, as well as a strong understanding of public administration reform and institutional modernization.

Languages:
Fluency in Arabic and French is required for this position, as these are the working languages of the United Nations Secretariat and ESCWA. Fluency is defined as a rating of 'fluent' in all four areas: speaking, reading, writing, and understanding. Knowledge of English is also beneficial, as it is one of the working languages of the UN.

The consultancy is expected to last for 4 months and will be conducted remotely from Morocco.
