Job Overview:
The National Legal Consultant position is designed to support the development of a multidimensional study on technology-facilitated violence against women and girls (TFVAWG) in Egypt. The consultant will work closely with UNODC, UN Women, and ITU teams to review and finalize the objectives and outlines of the study and toolkit, ensuring alignment with national legislation and context. The role involves integrating relevant national strategies and action plans, developing comprehensive Standard Operating Procedures (SOPs) for legal clinics, and co-delivering training to law students. The consultant will also be responsible for creating recommendations and a policy paper tailored for criminal justice actors, thereby enhancing the institutional response to TFVAWG. This position requires a deep understanding of the legal landscape in Egypt and the ability to navigate complex social issues related to gender and technology.

Duties and Responsibilities:
The consultant will undertake several specific tasks, including: 1) Reviewing and finalizing the objectives and outline of the multidimensional study on TFVAWG, ensuring it incorporates relevant national legislation and aligns with the national context. 2) Collaborating with a consulting company to develop a comprehensive toolkit that addresses TFVAWG, including its training and learning modules. 3) Reviewing and providing guidance on the Standard Operating Procedures (SOPs) for legal clinics at selected law schools, ensuring effective implementation. 4) Co-delivering training sessions to law students on operating legal clinics and providing legal aid to women and girls affected by cyber VAWG. 5) Developing tailored recommendations and a policy paper for criminal justice actors to enhance their response to TFVAWG, ensuring that the recommendations are practical and actionable.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in law, criminal law, international law, criminology, international relations, gender studies, or law enforcement. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying work experience may be accepted. A minimum of 10 years of progressively responsible professional work experience in the law field at the international or national level is required. Proven experience in developing manuals and strategies related to gender and criminal justice is essential, along with practical experience in providing technical assistance and delivering training for criminal justice practitioners or related fields. Work experience within the United Nations system is considered desirable.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as law, criminal law, international law, criminology, international relations, gender studies, or law enforcement. Candidates with a first-level university degree in similar fields may be considered if they have two additional years of qualifying work experience. This educational foundation is crucial for understanding the complexities of legal frameworks and gender issues in the context of technology and violence against women and girls.

Experience:
The position requires a minimum of 10 years of progressively responsible professional work experience in the law field, either at the international or national level. Candidates should have a strong background in developing manuals and strategies related to gender and criminal justice, as well as practical experience in providing technical assistance and training for criminal justice practitioners. Experience working within the United Nations system is highly desirable, as it demonstrates familiarity with UN protocols and practices.

Languages:
Fluency in oral and written English is required for this position, as English is one of the working languages of the United Nations Secretariat. Additionally, fluency in oral and written Arabic is also required, given the context of the work in Egypt. Knowledge of another United Nations official language is considered an advantage, as it may facilitate communication and collaboration with diverse stakeholders.
