The consultant will play a crucial role in developing Fiji's NDC 3.0 Costed Implementation Plan (CIP) for transport, which will serve as a master investment blueprint to transform climate targets into actionable projects. Duties and Responsibilities: The duties and responsibilities of the Expert in Transport Finance include: conducting a detailed analysis of Fiji’s NDC 3.0 mitigation targets for transport; developing a costed project pipeline by identifying and prioritizing potential transport mitigation projects; leading the drafting of comprehensive chapters for the CIP that articulate targets, timelines, and monitoring frameworks; collaborating with technical consultants to integrate transport mitigation components with adaptation and cross-cutting themes; actively participating in workshops, public consultations, and technical meetings to present analyses and incorporate stakeholder feedback; and potentially undertaking limited travel within Fiji for consultations or data collection. The consultant will work closely with the ESCAP team and other stakeholders to ensure the successful implementation of the project and the development of a robust CIP.
Required Qualifications: The position requires an advanced university degree in fields such as transport, civil engineering, energy studies, environmental science, climate change, or a related discipline. Candidates must have at least 7 years of relevant working experience in sustainable transport, climate change mitigation, transport decarbonization, or transport finance. Demonstrated expertise in greenhouse gas (GHG) accounting, transport modeling, and developing mitigation project pipelines is essential. A strong understanding of Fiji’s national climate policies and institutional frameworks is also required, along with the ability to work collaboratively with various stakeholders.
Educational Background: Candidates must possess an advanced university degree in transport, civil engineering, energy studies, environmental science, climate change, or a related field. This educational background is crucial for understanding the complexities of transport finance and climate change mitigation strategies.
