Job Overview:
The Human Rights Officer position is a leadership role within the OHCHR's Regional Office for South-East Asia, specifically focusing on Thailand. The officer will lead the design, implementation, and monitoring of the Thailand program, which includes managing EU-funded projects that align with OHCHR's mandate and national priorities. The role requires a deep understanding of international human rights instruments and the ability to evaluate and integrate information from various sources to assess the human rights situation in Thailand. The officer will also engage with various stakeholders, including government officials, civil society organizations, and UN entities, to promote human rights and ensure effective coordination of efforts. The position demands strong analytical skills, the ability to train and supervise staff, and a commitment to advancing human rights advocacy.

Duties and Responsibilities:
The Human Rights Officer will be responsible for a wide range of duties, including leading the Thailand program, monitoring and evaluating human rights activities, preparing reports for international bodies, and engaging with various stakeholders to promote human rights. Specific responsibilities include:

• Designing and implementing the Thailand program in alignment with OHCHR's mandate and donor requirements.
• Monitoring the implementation of international human rights instruments and evaluating related activities.
• Supporting treaty bodies and special procedures in their work.
• Preparing human rights reports for the General Assembly and Human Rights Council.
• Collaborating with peacekeeping teams and national officials to plan and review project activities.
• Integrating human rights into UN and non-governmental programs.
• Providing expert advice and enhancing the visibility of OHCHR's work.

Required Qualifications:
Candidates must possess a comprehensive understanding of human rights issues and the ability to address complex problems in various socio-political contexts. Key qualifications include:

Educational Background:
An advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
Candidates should have a minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law, or a related area. Experience in managing large technical cooperation programs and dynamic protection contexts is essential. Candidates should also have experience managing a medium-sized team and maintaining relationships with government authorities. Desirable experience includes human rights monitoring and at least two years in data analytics or related fields.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered an asset.
