NRC's humanitarian response in Ukraine focuses on an integrated approach that combines its programming expertise in Shelter/WASH, Education, Protection from Violence, and Information, Counselling and Legal Assistance (ICLA). The organization operates through its South Area Office in Odesa and field offices in Mykolaiv and Kherson, working in all Southern oblasts. Job Overview: The Emergency Response Coordinator will play a crucial role in ensuring the effective monitoring, reporting, and acquittal of emergency activities within the Area Management. This position requires the timely provision of situation reports and the execution of emergency activities, such as rapid Multi-Purpose Cash Assistance (MPCA), in accordance with established humanitarian standards and NRC policies. The coordinator will manage cash partnerships and analyze humanitarian needs and gaps in the response area, sharing these insights with relevant project managers. Establishing and maintaining constructive relationships with other NGOs, UN agencies, local authorities, and stakeholders is essential. The role also involves ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security guidelines and supporting the implementation of Safe and Inclusive Programming priorities within the Area Office. The coordinator will prepare periodic progress reports, coordinate with local authorities, and manage local partners involved in cash programming, while also playing a lead role in project design and proposal writing for emergency projects as required.
Duties and Responsibilities: The Emergency Response Coordinator will be responsible for a variety of duties, including ensuring adequate monitoring and reporting of emergency activities, managing cash partnerships, and proposing analyses of humanitarian needs in the area. The coordinator will establish and maintain relationships with other NGOs and stakeholders, ensure compliance with security guidelines, and support the implementation of Safe and Inclusive Programming priorities. Additional responsibilities include preparing periodic progress reports, coordinating with local authorities, managing local partners, leading project design and proposal writing, monitoring humanitarian issues, writing rapid needs assessment reports, ensuring quality implementation of rapid MPCA activities, collecting data, and liaising with Ukrainian NGOs. The coordinator will also work with the Monitoring, Evaluation, Accountability, and Learning (MEAL) Team to ensure high-quality programming and facilitate donor reporting requirements.
Required Qualifications: Candidates must possess a minimum of 3 years of experience in a coordinator position within a humanitarian or recovery context, with experience in complex and volatile environments. Technical expertise in at least one of the core competencies is required, along with documented results related to the position's responsibilities. Candidates should have knowledge of their own leadership skills and fluency in English, both written and verbal, as well as proficiency in Ukrainian and/or Russian. Experience with rapid assessments, distribution monitoring in emergencies, and managing cash transfer programs is essential. Familiarity with the Logical Framework Approach in program design, SPHERE standards, and humanitarian donor proposal writing is preferred.
Educational Background: The position requires at least a first degree in a relevant field, with a post-graduate qualification preferred. Candidates should have formal education that aligns with the responsibilities of the role, particularly in humanitarian response and program management.
Experience: Candidates should have a minimum of 3 years of relevant experience in a coordinator role within humanitarian or recovery contexts. Experience in complex and volatile situations is crucial, along with a proven track record of managing emergency response activities and cash transfer programs.
Languages: Fluency in English is mandatory, both written and verbal. Proficiency in Ukrainian and/or Russian is also required, as these languages are essential for effective communication within the local context and with stakeholders.
Additional Notes: This position is open to candidates who have the legal right to work in Ukraine, as NRC is unable to provide work permits or visa sponsorships.
