Job Overview:
The Logistics Adviser position at NRC Syria is a critical role that involves overseeing all procurement and operational procedures in accordance with NRC standards. The successful candidate will play a vital role in supporting program and project implementation, ensuring that NRC Syria is well-prepared to meet both current and future needs. This position requires a passionate and experienced leader with a strong background in procurement within humanitarian settings, as well as expertise in capacity building and strategic planning. The Logistics Adviser will be responsible for engaging with logistics teams across the country, demonstrating leadership in logistics actions, and fostering an environment of continuous improvement and efficiency in procurement processes.

Duties and Responsibilities:
The Logistics Adviser will have a range of responsibilities, including but not limited to: conducting mid-value bid and tender reviews, endorsing and tracking comments, and sharing analyses with managers; providing training and orientation on logistics matters to logistics teams and stakeholders; contributing to the improvement of procurement efficiency by reviewing and updating existing systems; identifying and establishing systems to enhance procedural efficiency, such as vendor databases and framework agreements; supervising procurement processes to ensure timely and efficient handling across all offices; compiling and analyzing procurement plans for optimization and compliance with donor regulations; conducting regular meetings with budget holders to review procurement plans; engaging in strategic planning for transparent procurement processes; preparing analysis reports on procurement challenges and sharing them with management; maintaining up-to-date procurement monitoring reports; and addressing audit findings and recommendations related to procurement.

Required Qualifications:
Candidates for the Logistics Adviser position must possess a minimum of three years of senior logistics experience (Coordinator level or above) in humanitarian or recovery contexts. A Bachelor's degree in Logistics, Supply Chain Management, Business Administration, or a related field is required. Additionally, candidates should have experience working in complex and volatile environments, fluency in both English and Arabic (written and verbal), and knowledge of the Syrian context, including sanctions programs and market conditions. Proven experience in supply chain management and compliance is essential, along with a proactive and results-oriented approach to work. Familiarity with logistics systems and structures development, as well as proficiency in MS Excel and Word, is also required.

Educational Background:
The educational background required for this position includes a Bachelor's degree in Logistics, Supply Chain Management, Business Administration, or a relevant field. This educational foundation is crucial for understanding the complexities of logistics and procurement in humanitarian settings, as well as for effectively managing supply chain operations.

Experience:
The position requires a minimum of three years of senior logistics experience, specifically at the Coordinator level or above, within humanitarian or recovery contexts. This experience should include a demonstrated ability to navigate complex and volatile environments, showcasing the candidate's capacity to manage logistics operations effectively under challenging circumstances.

Languages:
Fluency in both English and Arabic is mandatory for this position, encompassing both written and verbal communication skills. Proficiency in these languages is essential for effective collaboration with diverse teams and stakeholders in the region. Additional language skills may be considered an asset but are not required.

Additional Notes:
This position is based in Damascus, Syria, and applicants must be legally eligible to work in Syria, as NRC is unable to provide work permits or visa sponsorships. The role may involve travel to operational areas, approximately 20-30% of the time. The salary and benefits are based on NRC's National Syrian salary scale, specifically at Grade
