Job Overview: The International Consultant will conduct a situation analysis of existing case management responses for married girls in three Southeast Asian countries: Cambodia, Lao PDR, and the Philippines. This role involves supporting the rollout of UNFPA's 2025 guidance on designing and implementing response services for young and adolescent married girls. The consultant will work closely with UNFPA's Asia and Pacific Regional Office (APRO) to ensure that the needs of vulnerable populations are met through effective programming. The consultant will be responsible for identifying and assessing national and subnational guidance materials, mapping legal mandates, service providers, and existing capacity-building initiatives. The consultant will also facilitate the practical rollout of tools developed by UNFPA APRO, adapting them to local contexts and conducting training sessions as needed. This position requires a commitment to ethical standards and the ability to deliver high-impact results in a challenging environment.
Duties and Responsibilities: The consultant's primary duties will include conducting a comprehensive situation analysis of the case management frameworks for married girls in the selected countries, reviewing existing guidance materials, and assessing the capacity of service providers. The consultant will also be responsible for facilitating the rollout of the 2025 Case Management toolkit, which includes contextualizing training packages and conducting training sessions for local stakeholders. Additional responsibilities include organizing national webinars, coaching and mentoring sessions, and developing localized tools for implementing guidance on case management for married adolescents. The consultant will prepare a regional report summarizing the findings from the analysis, identifying key gaps, and providing programmatic recommendations. The consultant will work closely with the UNFPA APRO GBV and HP Technical Advisor and will be expected to travel to UNFPA Country Offices as necessary.
Required Qualifications: Candidates must possess a Master's degree in relevant fields such as social sciences, gender/GBV, or child development/protection. They should have at least seven years of specialized experience in designing, delivering, and monitoring GBV case management services, with a minimum of four years of experience specifically working with married girls and/or child survivors of sexual violence. The ideal candidate will have demonstrated experience in developing community engagement strategies to empower adolescent girls and married girls, as well as a proven track record of creating guidance and training materials for frontline practitioners. Strong consultation, interviewing, writing, and documentation skills are essential, along with the ability to work effectively in diverse cultural environments.
Educational Background: A Master's degree in social sciences, gender studies, gender-based violence, child development, or a related field is required for this consultancy position. This educational background is crucial for understanding the complexities of the issues faced by married girls and the frameworks that govern their protection and empowerment.
Experience: The consultant should have a minimum of seven years of specialized experience in the design, delivery, and monitoring of GBV case management services. This includes at least four years of specific experience working with married girls and/or child survivors of sexual violence or harmful practices. Experience in developing community engagement strategies and training materials for practitioners is also required, along with a strong understanding of the Asia Pacific region and previous experience with UNFPA being an asset.
Languages: Proficiency in English is mandatory for this position. Additional language skills relevant to the Southeast Asian context may be considered an asset, enhancing the consultant's ability to communicate effectively with local stakeholders and communities.

The consultant will work from home but may need to travel to UNFPA Country Offices as required. Payments will be made in three installments based on the acceptance of deliverables by the GBV Technical Specialist at UNFPA APRO. The consultant is expected to use their personal laptop/computer for the work, and UNFPA will provide necessary links to Country Office Gender/GBV focal points.
