Job Overview:
The Associate Strategy and Policy Officer position is situated within the Development Outcomes Division (SPDO) of the Strategy, Policy and Partnerships Department (SPD) at ADB. The role is crucial for providing operational and economic data analysis, as well as technical assistance (TA) management support to the division. The officer will be responsible for conducting comprehensive data analyses of ADB's operational and organizational performance, tracking TA implementation, and supporting various contracting, processing, and reporting activities. This position also involves maintaining databases on a wide array of metrics related to ADB's performance, thereby playing a pivotal role in ensuring that the organization meets its strategic goals. The officer will be expected to support reports, new initiatives, and pilots, as well as respond to ad-hoc data analysis requests, making this a dynamic and impactful role within the organization.

Duties and Responsibilities:
The duties and responsibilities of the Associate Strategy and Policy Officer include:
  • Collecting and compiling quantitative data while ensuring regular updates to maintain accuracy.
  • Supporting data analysis to address specific performance questions by applying relevant statistical methods, both descriptive and inferential, and preparing summary tables.
  • Assisting in the preparation of charts, graphs, and other visualizations to effectively demonstrate trends and performance characteristics.
  • Drafting inputs that summarize findings from data analysis for corporate results reports, briefing notes, and other SPDO products.
  • Monitoring and managing TA implementation, providing support in the contracting of consultants, processing of payments, and reporting on achieved results.
  • Preparing meeting minutes, briefing papers, reports, and background materials for the Department and Management.
  • Performing other tasks as assigned by SPDO, contributing to the overall objectives of the department.

Required Qualifications:
The qualifications required for the Associate Strategy and Policy Officer position include:
  • A Bachelor's degree in Economics, Statistics, International Development Studies, Management Sciences, or related fields.
  • A minimum of 5 years of relevant professional experience in technical assistance management and data analysis.
  • Proficiency in written and verbal English is essential.
  • Extensive experience in ADB's sovereign or non-sovereign operations is highly desirable.
  • Experience working with complex operational datasheets is necessary.
  • Familiarity with ADB's Consultant Management System and the TA modality is preferred.
  • Knowledge of approaches, methodologies, and tools for monitoring and evaluation (M&E) of development programs, particularly results-based logical frameworks, is important.
  • Experience liaising and collaborating with internal and external teams is beneficial.
  • Knowledge of statistical methods and experience in data visualization and dashboard development using tools such as Tableau Public, Power BI, Flourish, or similar platforms is considered advantageous.

Educational Background:
The educational background required for this position includes a Bachelor's degree in relevant fields such as Economics, Statistics, International Development Studies, Management Sciences, or other related disciplines. This educational foundation is essential for understanding the complexities of data analysis and the operational frameworks within which ADB operates.

Experience:
The position requires at least 5 years of relevant professional experience, particularly in technical assistance management and data analysis. Candidates should have a strong background in handling operational data and should be familiar with the processes and methodologies used in development programs. Experience in ADB's operations, whether sovereign or non-sovereign, is highly valued, as is the ability to work with complex datasets and contribute to the organization's strategic objectives.

Languages:
Proficiency in English, both written and verbal, is mandatory for this position. This is crucial for effective communication within the organization and with external stakeholders. Additional Notes:
This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the staff member's performance.
