Job Overview: The Head of the Democratization Department is a pivotal role within the OSCE Presence in Albania, responsible for leading a team dedicated to enhancing democratic governance and civil society in the country. This position requires a strategic thinker who can provide direction for democratization initiatives, ensuring that programs align with international standards and best practices. The incumbent will advise senior management on critical thematic issues and oversee the quality of reports and briefings produced by the department. The role also involves managing the program cycle based on national contexts and international commitments, as well as developing and managing extra-budgetary projects to secure funding from OSCE participating States and other donors. The Head of the Department will directly manage the media development portfolio and supervise departmental staff, fostering an environment of professionalism and respect.
Duties and Responsibilities: The incumbent will be responsible for a variety of tasks including: providing strategic direction for democratization initiatives; advising senior management on relevant issues; ensuring the quality of departmental reports; managing the program cycle in accordance with national and international standards; overseeing the development of extra-budgetary projects; managing the media development portfolio; supervising departmental staff; maintaining relationships with national and international stakeholders; representing the department in meetings; and performing other duties as required. The role demands excellent organizational skills, the ability to manage multiple tasks under pressure, and strong analytical and problem-solving capabilities.
Required Qualifications: Candidates must possess a second-level university education in political sciences, social sciences, international relations, public policy, law, media, or a related field. A first-level university degree combined with two additional years of relevant experience will also be accepted. Furthermore, candidates should have a minimum of six years of progressively responsible professional experience, including at least three years in a management role relevant to the position.
Educational Background: A Master's degree (second-level university degree or equivalent) in a relevant field is required for this position. Candidates with a first-level university degree may be considered if they have additional relevant experience.
Experience: Candidates should have a minimum of six years of relevant experience, with at least three years in a management capacity. Experience in public administration, international organizations, civic associations, media, or political development is essential. Familiarity with South-Eastern Europe, particularly Albania, and international field mission experience are desirable.
Languages: Fluency in English, both oral and written, is mandatory. Excellent communication skills are essential. Knowledge of additional languages, particularly those relevant to the region, would be considered an asset.
Additional Notes: This position is classified as a middle management role and is a full-time, fixed-term appointment.
