Job Overview:
The position of Videographer involves producing three professional training videos aimed at enhancing the capacity of Local Youth Council members across Albania. The videos will cover essential topics such as the legal and institutional framework of Local Youth Councils, their composition, rights, responsibilities, and practical engagement in municipal decision-making. The videographer will be responsible for filming, editing, and delivering these videos in a manner that is engaging and accessible to a youth audience. The videos will be used as standardized training materials, ensuring that all members of Local Youth Councils have access to high-quality content that supports their development and participation in local governance. The role requires a creative approach to video production, with a focus on clarity and engagement to effectively communicate the training objectives.

Duties and Responsibilities:
The videographer will undertake a variety of tasks including pre-coordination with project teams to understand the content and objectives of the training videos. They will develop a filming calendar, identifying suitable youth events for capturing footage. The videographer will prepare a detailed production plan that outlines the filming schedule, equipment needs, and visual concepts for the videos. During the filming phase, they will capture high-quality footage at various youth events, ensuring professional standards of lighting and sound. The editing process will involve structuring the footage into coherent modules, integrating graphics, subtitles, and animations to enhance understanding. The videographer will also incorporate feedback from stakeholders and ensure that the final videos meet the required technical specifications for online publication.

Required Qualifications:
Candidates must possess a university degree in film production, media, communications, or a related field, or have equivalent professional experience. A minimum of 3 to 5 years of proven experience in video production is required, including expertise in filming, editing, and post-production processes. The ideal candidate should demonstrate experience in producing educational content and managing the full video production cycle. Proficiency in professional video editing software such as Adobe Premiere Pro or Final Cut Pro is essential, along with access to high-quality video and audio equipment. Strong organizational skills and the ability to meet deadlines are crucial, as is experience working with public institutions or youth-focused initiatives.

Educational Background:
A university degree in film production, media, communications, audiovisual production, or a related field is required. Alternatively, equivalent professional experience in video production may be considered. The educational background should provide a solid foundation in the principles of video production and media communication, enabling the candidate to effectively create engaging training content for youth audiences.

Experience:
The position requires a minimum of 3 to 5 years of professional experience in video production. Candidates should have a demonstrated track record of producing high-quality video content, particularly in educational or training contexts. Experience managing the entire video production process, from pre-production planning to post-production editing, is essential. Familiarity with working on projects related to youth engagement or public institutions is considered an asset.

Languages:
Fluency in English is mandatory, as the script and coordination meetings will primarily be conducted in this language. Proficiency in Albanian is also required, as the training videos will include content in both languages. The ability to communicate effectively in both languages will facilitate collaboration with local stakeholders and ensure that the training materials are accessible to the target audience.

This consultancy position is expected to last for three months, from July to October 202
  • The videographer will work under a Special Service Agreement (SSA) contract type. The role is classified as a consultant position, with one post available. Remuneration will be based on the consultant's qualifications and experience, in accordance with OSCE established rates.
