Job Overview: The position of Local Expert for Training Video Development is focused on creating three short training videos aimed at newly elected and serving members of Local Youth Councils (LYCs) across Albania. The expert will be responsible for designing and developing the content and scripts for these videos, which will serve as essential resources for youth council members to understand their roles, rights, and responsibilities. The videos will cover critical topics such as the legal framework governing youth councils, the composition and duties of council members, and practical tools for effective engagement in municipal decision-making. The expert will collaborate closely with the National Youth Agency and the OSCE Presence in Albania to ensure that the content is accurate, relevant, and engaging for the target audience. The videos will be hosted on the AKR website and social media platforms, providing ongoing access to current and future LYC members. This consultancy is expected to last for three months, from July to October 2026, and will involve a combination of content development, collaboration with videographers, and finalization of scripts based on feedback from stakeholders.
Duties and Responsibilities: The Local Expert will undertake several key tasks, including:
Developing detailed scripts for three training videos, each lasting 2-3 minutes, covering the legal basis of Local Youth Councils, membership criteria, and practical engagement tools.
Coordinating visual concepts with the videographer to ensure that the videos are visually appealing and effectively communicate the intended messages.
Reviewing and finalizing the content in collaboration with the National Youth Agency and OSCE Presence in Albania, incorporating feedback to align with legal frameworks and institutional positions.
Supporting the videographer during recording sessions to ensure accurate delivery of scripts and adherence to time constraints.
Submitting final versions of the video scripts, including narration text in Albanian, visual cues, and practical examples, ensuring they meet the standards set by the National Youth Agency and OSCE.
Ensuring that all deliverables are completed on time and to a high standard, ready for publication alongside the finished videos.
Required Qualifications: Candidates must possess an advanced university degree in social sciences, public administration, law, education, youth studies, or a related field. Additionally, a minimum of five years of relevant professional experience in developing training curricula, educational materials, or video-based learning content is required. Strong knowledge of youth governance and civic participation frameworks in Albania, particularly familiarity with Law 75/2019 and its amendments, is essential. Experience in scriptwriting for educational or training videos is considered an asset. Excellent drafting and communication skills in the Albanian language are mandatory, while proficiency in English is advantageous. The ability to work collaboratively with institutional stakeholders is also crucial for this role.
