Job Overview: As a Senior Legal Operations Assistant at ADB, you will play a crucial role in supporting the LPR Program portfolio administration throughout the lifecycle of LPR Technical Assistance (TA) projects. Your responsibilities will include providing administrative support from project approval to completion, ensuring compliance with ADB's policies and procedures. You will collaborate closely with the LPR Team and other staff within the Office of the General Counsel (OGC) to implement LPR TA projects effectively. This position requires a proactive approach to managing various administrative tasks, including recruitment and onboarding of consultants, monitoring budget utilization, and maintaining accurate records of TAs. Your role will also involve preparing reports, managing databases, and ensuring effective communication among team members and stakeholders. This position is integral to the successful execution of ADB's mission to foster prosperity in Asia, and you will be expected to stay updated on ADB policies and participate in relevant training.
Duties and Responsibilities: The Senior Legal Operations Assistant will be responsible for a comprehensive set of duties, including:
Providing administrative support for the LPR Team and OGC staff regarding TA administration issues, which encompasses recruitment and onboarding of consultants, resource persons, and service providers.
Managing contract variations and payments, ensuring timely updates of project profiles in ADB's e-Operations System (eOps), Management Approval System (MAS), and Integrated Disbursement System (IDS).
Monitoring TA budget utilization and disbursements, ensuring compliance with funding source requirements.
Keeping track of TA contracts, including completion dates and extensions.
Preparing for missions and handling logistical arrangements for national and regional events.
Overseeing the financial closure of TAs and preparing TA completion reports.
Maintaining accurate records of TAs and managing knowledge related to LPR TA, including capacity-building materials.
Meeting regularly with OGC staff and consultants to support effective administration of LPR TA projects.
Supporting the management and updating of LPR TA SharePoint sites and other systems to facilitate efficient tracking and management. 1
Assisting in the development of quarterly management reports and participating in the annual Work Program and Budget Framework exercise. 1
Serving as an alternate superuser for ADB systems to ensure effective access and timely updates. 1
Staying informed about ADB policies and procedures and performing other assigned duties as needed.
Required Qualifications: To be considered for the Senior Legal Operations Assistant position, candidates must possess a Bachelor's degree, preferably with a solid understanding of ADB's project-related and TA operations. A minimum of 5 years of relevant experience is required, demonstrating strong analytical skills, attention to detail, and the ability to manage multiple projects effectively. Candidates should exhibit excellent written and verbal communication skills in English, proficiency in basic computer applications, and the ability to work collaboratively as part of a team. Familiarity with ADB's policies and procedures will be advantageous, and candidates should be prepared to engage in continuous learning and development.
Educational Background: The educational background required for this position includes a Bachelor's degree in a relevant field. Experience: Candidates must have a minimum of 5 years of relevant experience in legal operations or a similar administrative role. Additional Notes: This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, depending on ADB's needs and the candidate's performance.
