Job Overview:
The Senior Advocacy Regional Officer will play a pivotal role in leading the foundation's advocacy and development efforts in France, Spain, and Italy. This position is integral to the Global Policy & Advocacy division, which aims to shape public policy debates that align with the foundation's objectives. The officer will be responsible for driving advocacy strategies, government relations, and stakeholder engagement, ensuring that these efforts are in line with the foundation's priorities. The role involves close collaboration with the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director for Europe, Middle East & East Asia, overseeing country portfolios, translating strategic goals into actionable plans, and ensuring alignment across various teams including advocacy, communications, and partnerships. The officer will also be tasked with delivering measurable outcomes and providing high-quality insights and recommendations to support leadership decision-making.

Duties and Responsibilities:
The Senior Advocacy Regional Officer will have a comprehensive set of responsibilities, including: 1) Developing and implementing country-specific advocacy and engagement strategies for France, Spain, and Italy, ensuring alignment with regional priorities. 2) Owning the delivery against country portfolio objectives, tracking progress, adapting plans, and ensuring follow-through on commitments. 3) Leading the development and oversight of a country-level grant portfolio, including the identification and management of advocacy and delivery partners. 4) Building and maintaining relationships with decision-makers and senior policy actors, supporting the foundation's external engagement efforts. 5) Monitoring political, scientific, cultural, and media dynamics to assess implications for strategy and reputation, and translating insights into actionable recommendations. 6) Driving alignment across advocacy, communications, and program teams, addressing any misalignment or risks proactively. 7) Coordinating with consultants and external support to ensure effective execution of strategies and contributing to an inclusive team culture.

Required Qualifications:
Candidates must possess an advanced degree in public policy, politics, international development, or a related field. Significant experience in government relations, advocacy, public affairs, or research is required, particularly within the context of France, with additional exposure to Spain and Italy being ideal. The role demands strong project management and organizational skills, high attention to detail, and the ability to adapt in a fast-paced environment. Candidates should be strategic communicators capable of representing the foundation effectively at senior levels, with experience in health, climate, gender, or development work in Sub-Saharan Africa or other low- and middle-income contexts being desirable. Strong knowledge of French and European government systems and donor processes is essential, along with excellent relationship-building and negotiation skills.

Educational Background:
An advanced degree in public policy, international development, politics, or a related field is required for this position. This educational background is crucial for understanding the complexities of advocacy and policy-making in the international development sector, particularly in the context of the countries involved.

Experience:
Candidates should have significant experience in government relations, advocacy, public affairs, or related fields, particularly in France, with additional experience in Spain and Italy being advantageous. Experience working with government institutions, international organizations, or philanthropic foundations is also important. The role requires strong project management skills and the ability to work effectively in a collaborative environment.

Languages:
Fluency in both French and English is required for this position, with excellent written and verbal communication skills in both languages. Additionally, fluency in Spanish and/or Italian is desirable, as it will enhance the officer's ability to engage with stakeholders in those countries and facilitate effective communication.

Additional Notes:
This position will be engaged through a third-party Employer of Record (EOR), meaning the selected candidate will be employed by the EOR while supporting the foundation's work. The role may require travel up to 25% both domestically and internationally.
