Job Overview: The Programme Management Officer position is situated within the Financing for Development Section of the Macroeconomic Policy and Financing for Development Division at ESCAP. The incumbent will play a crucial role in supporting the implementation of a three-year externally funded initiative known as the Energy Transition for Green Growth and Prosperity programme. This role requires collaboration with various divisions, including the Energy Division, and involves working closely with an internal project steering group to oversee the management of the programme. The officer will be responsible for monitoring and analyzing programme development, coordinating technical assistance for member states, and providing secretariat support to high-level advisory groups. The position demands a strong focus on research, policy development, and data analysis to support decision-making and enhance the effectiveness of the programme.
Duties and Responsibilities: The incumbent will be tasked with a variety of responsibilities, including: participating in the development, implementation, and evaluation of the Energy Transition for Green Growth and Prosperity programme; monitoring and analyzing programme progress; coordinating technical assistance and analysis for member states; providing secretariat support to advisory groups; conducting research and analysis; assisting in policy development; designing data collection tools; preparing written outputs such as reports and background papers; supporting consultations and meetings; leading field missions; coordinating budget and funding activities; and utilizing data visualization methods to present insights. The role also involves outreach activities and making presentations on relevant topics.
Required Qualifications: Candidates must possess a strong understanding of theories and concepts related to policy advice, financing, energy transition, and macroeconomic policy. They should demonstrate the ability to identify and analyze issues, conduct independent research, and manage conflicting priorities effectively. Professionalism, planning and organizing skills, and a client-oriented approach are essential for success in this role.
Educational Background: An advanced university degree (Master’s degree or equivalent) in fields such as business administration, finance, management, economics, energy, international relations, or political science is required. Alternatively, a first-level university degree in these fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of five years of progressively responsible experience in project or programme management is required, particularly in areas related to financing the energy transition in Southeast Asia. Experience in supporting complex multi-stakeholder projects within an international organization is essential, along with familiarity with technical assistance projects in financing energy transitions. Desirable experience includes working in Southeast Asian countries and having a background in data analytics or related fields.
Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered a desirable language, with a minimum proficiency of UN Level I in all skills.
Additional Notes: This position is funded from extra budgetary resources, with an initial appointment for one year, subject to annual renewal based on performance and funding availability.
