Job Overview: The Project Analyst position is situated within the Agriculture, Food, Nature, and Rural Development Sector Office (AFNR) of the Sectors Department 2 (SD2) at ADB. The role is crucial for providing analytical, coordination, and operational support for portfolio management, project processing, and project administration of loans, grants, and technical assistance (TA). The Project Analyst will play a significant role in ensuring efficient project implementation, compliance with ADB policies, and the achievement of project performance targets. The position requires a proactive approach to support the preparation, review, and quality assurance of project documents, as well as assisting in the design of implementation arrangements and managing procurement workflows. The Project Analyst will also be responsible for compiling and analyzing project data, maintaining compliance records, and contributing to the preparation of various reports, thereby ensuring that projects are executed effectively and in alignment with ADB's strategic goals.
Duties and Responsibilities: The duties and responsibilities of the Project Analyst include:
Supporting the preparation, review, and quality assurance of project documents such as concept notes, TA reports, and Project Administration Manuals.
Assisting in designing implementation arrangements, including procurement, consultant recruitment, disbursement, and project management setup.
Preparing and updating project and TA administration documents, including memos, reallocations, and scope changes.
Compiling and analyzing project data related to disbursements, contract awards, and implementation status, and providing inputs on performance issues and corrective actions.
Conducting initial reviews of procurement-related documents, including invitations for bid, bidding documents, bid evaluation reports, and contracts.
Managing procurement workflows in the Procurement Review System and preparing electronic procurement approval forms.
Maintaining records to monitor compliance with loan and TA covenants and following up on outstanding obligations of executing agencies.
Updating project-related systems for processing milestones, project data sheets, and project performance reporting.
Contributing to the preparation of portfolio reports, project completion reports, and TA completion reports. 1
Managing TA by monitoring commitment and disbursement, ensuring activities follow the approved TA, and processing payment claims and contract closures. 1
Providing guidance to executing agencies and implementing agencies on ADB policies and project administration requirements. 1
Participating in project-related missions and meetings, contributing to knowledge sharing, and providing guidance to junior analysts or colleagues. 1
Performing other administrative and analytical support tasks as reflected in the workplan.
Required Qualifications: The qualifications required for the Project Analyst position include:
A Bachelor's degree in economics, finance, business administration, or a relevant field.
A minimum of 5 years of relevant professional work experience in project-related work, multiple sector work, and administrative systems and procedures.
Demonstrated experience in working on assigned transactions, analysis, and research with well-defined scope and steps.
Proficiency in expressing ideas clearly in both spoken and written formats in English. Candidates are encouraged to refer to the ADB Competency Framework for Technical Local 3 (TL3) for further details.
Educational Background: Candidates must possess a Bachelor's degree in a relevant field such as economics, finance, or business administration. This educational background is essential as it provides the foundational knowledge necessary for understanding the complexities of project management and analysis within the context of ADB's operations.
Experience: The position requires at least 5 years of relevant professional work experience. This experience should encompass project-related work, familiarity with multiple sectors, and a solid understanding of administrative systems and procedures. Candidates should have a proven track record of handling transactions, conducting analysis, and performing research that adheres to defined scopes and methodologies.
Languages: Proficiency in English is mandatory for this position, as effective communication is crucial for the role. Candidates should be able to express their ideas clearly in both spoken and written formats. While English is the primary language required, knowledge of additional languages may be considered an asset but is not mandatory.
Additional Notes: This appointment is open to both internal and external applicants and is a fixed-term position for an initial period of 3 years. At the end of this period, the appointment may be extended for up to 2 additional years, converted to a regular appointment, or concluded based on ADB's needs and the employee's performance.
