Job Overview:
The Emergency Preparedness Officer plays a crucial role within the Incident and Emergency Centre (IEC) of the IAEA's Department of Nuclear Safety and Security. This position is focused on developing safety standards, technical guidance, and tools that assist Member States in enhancing their emergency preparedness and response (EPR) capabilities for nuclear or radiological incidents. The officer will report to the Emergency Preparedness Coordinator and will be responsible for providing expert advice, designing and implementing capacity-building activities, and participating in peer review missions to evaluate emergency preparedness arrangements in host countries. The role requires a blend of technical expertise, training capabilities, and collaborative efforts with various stakeholders to ensure effective emergency response strategies are in place.

Duties and Responsibilities:
  • Develop Safety Standards, technical guidance, and tools on emergency preparedness and response (EPR) to provide adequate references for Member States.
  • Create training materials and pedagogical tools to implement these standards and ensure consistency in training delivery.
  • Design and conduct training activities aimed at enhancing Member States' preparedness for nuclear or radiological emergencies.
  • Participate in peer review missions, developing guidelines and training materials for external experts involved in these missions.
  • Provide technical advice and input for the development of Safety Standards and technical guidance documents related to EPR.
  • Support initiatives related to Small Modular Reactors (SMRs) and serve as the IEC focal point for IAEA's work on SMRs, including preparing training curricula and materials.
  • Collaborate with the IAEA's Incident and Emergency System (IES) to participate in response activities, training, and exercises.

Required Qualifications:
Candidates must possess a Master's Degree or an advanced university degree in science, nuclear engineering, emergency management, or a related field. A minimum of 7 years of experience in preparedness and response to nuclear or radiological incidents, including at least 3 years in developing Safety Standards and technical guidelines in this area at both national and international levels, is required. Experience in implementing capacity-building activities is also essential. Candidates should demonstrate excellent oral and written communication skills in English, and knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, and Spanish) is considered an asset.

Educational Background:
The position requires a Master's Degree or an advanced university degree in relevant fields such as science, nuclear engineering, or emergency management. This educational background is crucial for understanding the complexities of nuclear safety and emergency preparedness.

Experience:
The ideal candidate should have at least 7 years of professional experience in the field of emergency preparedness and response to nuclear or radiological incidents. This experience should include a minimum of 3 years focused on developing Safety Standards and technical guidelines, as well as implementing capacity-building activities at both national and international levels. The candidate should have a proven track record of working effectively in high-stakes environments and collaborating with various stakeholders.

Languages:
Proficiency in English is mandatory, with excellent oral and written communication skills. Knowledge of additional IAEA official languages such as Arabic, Chinese, French, Russian, and Spanish is advantageous and may enhance a candidate's profile.

The IAEA offers a competitive remuneration package, including a tax-free annual net base salary starting at US $84,672, along with a variable post adjustment, dependency benefits, rental subsidies, and education grants. Employees are entitled to 6 weeks of annual leave, home leave travel, and health insurance.
