Job Overview: The position of Blended Finance & Structuring Solutions Consultant is crucial for strengthening coordination across treasury, blended finance, industries, and other functions within the Caribbean member countries. The consultant will address existing capacity gaps as the Caribbean Country Department (CCB) continues to build its regional platform, aligning IDB resources, initiatives, and market practices. This role involves driving the execution of key strategic initiatives, which include local funding solutions, affordable housing, climate resilience, financial inclusion, and environmental sustainability. The consultant will work within the Blended Finance Division of the Financial Solutions, Mobilization, and Asset Sharing (FSM) Department, which strategically deploys concessional funding alongside private and commercial capital to unlock high-impact investments that face financing barriers.
Duties and Responsibilities: The consultant will be responsible for several key outputs under the supervision of the Managing Director for Blended Finance and the Managing Director for Caribbean countries. These responsibilities include: developing a comprehensive product mapping that aligns the CCB client base with its development agenda and strategic imperatives; providing structuring support for blended finance solutions to enable the deployment of approximately USD-equivalent 100–150 million in financing aligned with CCB priorities; supporting Treasury in negotiating and executing local currency funding solutions in Barbados, Jamaica, The Bahamas, and Trinidad and Tobago; assisting Treasury and Financial Institutions teams in providing technical cooperation support to establish local currency infrastructure and sustainability funds; working with Industries and ICT teams to identify and structure an initial pipeline of blended finance and local currency-funded transactions across the Caribbean; identifying and pursuing relationship opportunities with fund management institutions suitable for partnership; and supporting the execution of priority strategic initiatives across local funding, affordable housing, resilience building, financial inclusion, and environmental sustainability.
Required Qualifications: Candidates must possess a Master’s degree in Business, Finance, Economics, or other relevant fields. Additionally, they should have at least 10 years of progressive experience in financial services, treasury management, financial engineering, fund management, structuring, deal management, and project execution. Proficiency in English is mandatory, and candidates must be citizens of one of the Caribbean member countries or have residency or a legal permit to work in the region. Furthermore, candidates must not have any family members working at IDB, IDB Invest, or IDB Lab up to the fourth degree of consanguinity and second degree of affinity, including spouses.
Educational Background: The educational requirement for this position is a Master’s degree in a relevant field such as Business, Finance, or Economics. This advanced degree is essential to equip the consultant with the necessary knowledge and skills to effectively perform the responsibilities associated with the role.
Experience: The position requires a minimum of 10 years of progressive experience in relevant areas such as financial services, treasury management, financial engineering, fund management, structuring, deal management, and project execution. This level of experience is crucial for the consultant to navigate the complexities of blended finance and structuring solutions effectively.
Languages: Proficiency in English is mandatory for this position. While English is the primary language required, additional language skills may be beneficial but are not specified as mandatory.
Additional Notes: The position is a full-time consultancy role for a national consultant, with an initial duration of 12 months, extendable up to 48 months if applicable.
