Job Overview:
The position of Expert ANS/CNS involves significant responsibilities in preparing and executing an audit mission for the ASECNA. The expert will work under the guidance of the Director of Capacity Building and Implementation and in coordination with national counterparts. The role requires the preparation of a work plan within ten days of deployment, including risk registers, and involves analyzing the organizational context to clarify and frame the audit. The expert will develop and consolidate the audit framework in the ANS/CNS domain, contribute to the Terms of Reference, identify information needs, and assist in the methodology for data collection. The position also includes the preparation of a pre-audit report and a PowerPoint presentation, with a week of remote work to finalize the project report and presentation.

Duties and Responsibilities:
The duties and responsibilities of the Expert ANS/CNS include:
  • Preparing and submitting a work plan to ICAO within ten days of deployment, including a risk register.
  • Analyzing the organizational context and clarifying the audit scope.
  • Developing and consolidating the audit framework in the ANS/CNS domain in coordination with team members.
  • Contributing to the consolidation of the Terms of Reference and defining priorities.
  • Identifying information needs for the audit in the ANS/CNS domain.
  • Assisting in the development of the data collection methodology.
  • Collecting and preparing baseline documentation for the audit.
  • Structuring and organizing data for analysis.
  • Contributing to the preparation of a pre-audit report and a PowerPoint presentation. 1
  • Finalizing the project report and presentation during remote work.

Required Qualifications:
The required qualifications for the Expert ANS/CNS position include a diploma in civil aviation, air traffic management, or an equivalent field. Candidates must have a minimum of 10 years of experience in the operation and implementation of ATM/CNS systems. Proven experience in preparing or conducting audits, preferably of ANSPs, is essential. Candidates should have experience in audit missions, inspections, or evaluations of ANSPs, along with a good understanding of ICAO standards and recommended practices. Familiarity with CANSO reference frameworks and a comprehension of ATS operations and CNS/ATM systems are also required.

Educational Background:
Candidates must possess a diploma in civil aviation, air traffic management, or a related field. This educational background is crucial for understanding the complexities of the aviation sector and the specific requirements of the audit process.

Experience:
The position requires a minimum of 10 years of professional experience in the operation and implementation of ATM/CNS systems. Candidates should have a strong background in conducting audits, inspections, or evaluations of ANSPs, demonstrating their capability to manage and execute complex audit missions effectively.

Languages:
Fluency in French and/or English is mandatory for this position. Proficiency in these languages is essential for effective communication and documentation throughout the audit process.

Additional Notes:
The contract duration for this position is 65 man-days, with the start date as soon as possible. The role is classified under the Special Service Agreement (SSA) with a compensation of 500 USD per day worked, in addition to a Daily Subsistence Allowance (DSA) and airfare as applicable.
