Job Posting Organization:
The organization is responsible for the development, implementation, monitoring, evaluation, and closure of technical assistance and technical cooperation projects. It assists developing countries and regional projects by identifying priority areas, defining objectives, activities, and deliverables, and establishing timeline and budget requirements. The organization operates in compliance with ICAO policies and aims to assist ASECNA in implementing a technical and operational audit.

Job Overview:
The position of Auditeur / Chef d’équipe involves leading a team to conduct an audit mission. The selected candidate will be responsible for preparing and submitting a work plan to ICAO within 10 days of deployment, ensuring the proper execution of project tasks, and submitting project reports. The role requires analyzing the organizational context, developing the audit framework, and ensuring alignment with international best practices. The candidate will also be expected to consolidate the final project report and presentation, with some remote work involved.

Duties and Responsibilities:
The main duties include acting as the team leader, preparing a work plan for the audit mission, ensuring the execution of project tasks, supervising the audit conducted by the selected audit firm, analyzing the organizational context, developing the audit framework, consolidating terms of reference, identifying information needs for the audit, developing data collection methodology, collecting and structuring audit data, and preparing a pre-audit report and presentation. The candidate will also be responsible for ensuring alignment with international best practices and consolidating the final project report and presentation.

Required Qualifications:
Candidates must hold a degree in aviation, engineering, or a related field. They should be a certified internal auditor (CIA) or possess equivalent qualifications. Additionally, candidates must have a minimum of 10 years of experience in compliance and performance auditing, preferably in civil aviation, and a strong understanding of IIA standards and best practices. Experience in preparing or conducting audits, developing methodological frameworks, and designing data collection tools is also required.

Educational Background:
A degree in aviation, engineering, or a related field is essential. Certification as a CIA or equivalent is mandatory, ensuring that the candidate has the necessary qualifications to perform the audit effectively.

Experience:
Candidates should have at least 10 years of professional experience in compliance and performance auditing, with a preference for experience in civil aviation. They should have a proven track record in preparing or conducting audits, developing methodological frameworks, and designing data collection tools. Experience in similar projects within the last five years is also required.

Languages:
Fluency in French and/or English is mandatory for this position, as effective communication is crucial for the role.

Additional Notes:
The contract duration is for 65 man-days, extendable up to 130 man-days over a period of 8 months. The position is expected to start as soon as possible. The remuneration is based on the classification system of the Director of Capacity Building and Implementation at ICAO, with a Special Service Agreement (SSA) fee of 550 USD per day worked, plus daily subsistence allowance (DSA) and airfare when on mission. It is important to note that the United Nations does not charge any fees at any stage of the recruitment process.
