Job Overview: The position of Expert ANS involves providing technical assistance and conducting an operational audit for the African Civil Aviation Commission (ASECNA). The expert will work under the authority of the Director of Capacity Building and Implementation and will be responsible for developing, implementing, monitoring, evaluating, and closing technical assistance projects. The role requires the expert to prepare a work plan within 10 days of deployment, analyze the organizational context, and clarify the audit framework. The expert will also be involved in consolidating terms of reference, identifying information needs, and developing data collection methodologies. The position demands a high level of expertise in air navigation services and air traffic management, as well as the ability to produce comprehensive audit reports and presentations.
Duties and Responsibilities: The expert will be responsible for the following duties:
Prepare and submit a work plan to ICAO within 10 days of deployment, including a risk register.
Analyze the organizational context and clarify the audit scope, particularly in the ANS/ATM domain.
Develop and consolidate the audit framework in coordination with team members, including references, areas, criteria, and indicators.
Contribute to the consolidation of the Terms of Reference (TdR) and define priorities in the ANS/ATM domain.
Identify information needs for the audit in the ANS/ATM domain.
Contribute to the development of data collection methodologies.
Collect and prepare baseline documentation for the audit in the ANS/ATM domain.
Contribute to the preparation of a pre-audit report and a PowerPoint presentation, particularly for the ANS/ATM domain. 1
Consolidate the final project report and PowerPoint presentation remotely for one week. 1
Deliverables include a pre-audit report, a PowerPoint presentation, and structured baseline audit data.
Required Qualifications: The position requires the following qualifications:
A degree in civil aviation, air traffic management, or a related field.
A minimum of 10 years of experience in air navigation operations and air traffic management.
Strong knowledge of IIA standards and best professional audit practices.
Proven experience in preparing or conducting audits, inspections, or evaluations, preferably of Air Navigation Service Providers (ANSPs).
Good knowledge and mastery of ICAO standards and practices.
Experience with CANSO references (Standards of Excellence, etc.).
Educational Background: Candidates must possess a degree in civil aviation, air traffic management, or a related field. This educational background is essential to ensure that the expert has the necessary theoretical knowledge and understanding of the aviation industry, particularly in the areas of air navigation services and air traffic management.
Experience: The position requires a minimum of 10 years of professional experience in the field of air navigation operations and air traffic management. This extensive experience is crucial for the expert to effectively conduct audits and provide technical assistance to ASECNA. Candidates should have a proven track record of working in similar roles and possess a deep understanding of the operational and regulatory aspects of air navigation services.
Languages: Fluency in French and/or English is mandatory for this position. Proficiency in these languages is essential for effective communication and reporting, as the expert will be required to prepare documents and present findings in both languages. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: The contract duration for this position is 65 man-days, with the start date as soon as possible. The role is classified under the Special Service Agreement (SSA) fee structure, which offers a compensation of 500 USD per day worked, along with daily subsistence allowance (DSA) and airfare when on mission. It is important to note that the United Nations does not charge any fees at any stage of the recruitment process, and it does not require information regarding applicants' bank accounts.
