Job Overview:
The National Monitoring and Evaluation Consultant will play a crucial role in supporting the Women’s Economic Empowerment (WEE) team at the UN Women Regional Office for Asia and the Pacific. This position involves oversight and provision of Monitoring, Evaluation, and Learning (MEL) support for the entire WEE portfolio. The consultant will work closely with the Junior International Consultant on Monitoring and Evaluation and will be responsible for leading MEL for various projects, including the Gender Action Lab and WE RISE Together Phase
  • The consultant will ensure that monitoring and evaluation plans are developed and implemented effectively, aligning with UN Women’s standards and donor requirements. The role requires a strong understanding of gender-responsive business practices and the ability to generate data and evidence to support policy and investment decisions.

Duties and Responsibilities:
The consultant will undertake several key tasks, including leading M&E planning, monitoring, and reporting for specific programme results. This involves providing technical support for the design and review of WEE programme results frameworks, ensuring alignment with UN Women’s corporate indicators and donor requirements. The consultant will also support data collection, validation, analysis, and interpretation related to various programmes, monitor programme implementation, and assist in the preparation of donor reports. Additionally, the consultant will provide guidance and technical support to Programme Leads, coordinate results monitoring and corporate reporting work, and supervise the Junior M&E Consultant. The role also includes capacity development and knowledge sharing within the WEE portfolio, ensuring effective use of corporate systems for monitoring and reporting.

Required Qualifications:
Candidates must possess a Master’s degree in Business, Management, Statistics, Political or Social Science, Economics, International Development Studies, Gender/Women’s Studies, or related fields. A first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Strong proficiency in English is required, and knowledge of other UN languages is an asset. Candidates should have strong results-based drafting skills and experience in monitoring and evaluation, particularly in the context of women's economic empowerment.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Business, Management, Statistics, Political or Social Science, Economics, International Development Studies, or Gender/Women’s Studies. A first-level university degree in similar fields, combined with additional qualifying experience, may also be considered acceptable. Certification in monitoring and evaluation is desirable.

Experience:
Candidates should have at least 5 years of relevant experience in monitoring and evaluation, with a strong focus on women's economic empowerment. Experience working with UN Women and other UN agencies is required, as well as familiarity with various data collection methods. Experience with international donors, particularly in the Asia-Pacific region, is an asset. Knowledge management experience is also beneficial.

Languages:
Strong proficiency in English is mandatory for this position. Knowledge of other UN languages is considered an asset. Candidates must demonstrate strong results-based drafting skills, which will be assessed through a writing sample.

Additional Notes:
This consultancy is office-based in Bangkok, Thailand, with potential travel required to the Asia-Pacific region as needed. The consultant will be compensated with a monthly rate upon submission of monthly update reports approved by the supervisor.
