Job Overview: The Gender, Protection and Inclusion Officer will be based in the Country Office and will play a pivotal role within the Gender, Protection and Inclusion unit, which is part of the Programme unit. This position is crucial for achieving the results outlined in the Gender, Protection and Inclusion Action Plan, particularly in relation to the Mastercard Foundation project, Kufungula Muae, which is set to run until December 202
The incumbent will provide technical leadership on gender equality initiatives across the country portfolio, ensuring that gender and inclusion analyses are effectively integrated into all aspects of project design and implementation. The role requires collaboration with various stakeholders, including WFP staff, cooperating partners, and government entities, to promote gender equality and prevent gender-based violence (GBV). The officer will also be responsible for monitoring GBV risks and supporting community engagement efforts to empower women and promote inclusive practices.
Duties and Responsibilities: The key accountabilities for this position include:
Collaborating with programme teams to integrate gender and inclusion analyses into project design and implementation.
Leading engagement with Monitoring and Evaluation (M&E) teams to incorporate gender transformative indicators into the country office's monitoring framework.
Monitoring GBV risks and providing technical guidance to programme teams for community engagement activities focused on gender equality and women's empowerment.
Supporting inclusive community engagement efforts, including the development of accessible communication materials.
Conducting partner capacity assessments related to gender, protection, and PSEA (Protection from Sexual Exploitation and Abuse).
Working with implementing partners to strengthen institutional capacity in PSEA.
Identifying opportunities for collaboration with local civil society organizations on women's rights and disability inclusion.
Implementing the Gender, Protection and Inclusion Action Plan and leading efforts for advocacy on gender and inclusion.
Representing WFP in technical inter-agency forums on gender and inclusion. 1
Capturing and sharing best practices from the Mastercard Foundation programme to inform future interventions.
Required Qualifications: Candidates must possess an advanced university degree in gender studies, disability inclusion, social sciences, anthropology, or a related field relevant to international development assistance. Alternatively, a first university degree with an additional two years of relevant work experience or training in related areas is acceptable. The role requires fluency in English and Portuguese, with knowledge of local languages considered an advantage. Candidates should demonstrate a strong understanding of gender equality and inclusion principles, as well as experience in implementing gender transformative approaches in community settings.
Educational Background: The educational background required for this position includes an advanced university degree in a relevant field such as gender studies, social sciences, or international development. A first university degree combined with additional relevant work experience or training may also be acceptable. This educational foundation is essential for understanding the complexities of gender issues and the implementation of effective strategies to promote gender equality and inclusion in humanitarian contexts.
Experience: The position requires at least one year of relevant professional experience working on gender equality and/or gender transformative approaches. Candidates with three years of progressive experience in gender equality, protection, and inclusion programming will be preferred. Experience in programme design and implementation, as well as capacity building, is highly desirable. Candidates should also have a track record of contributing to policy discussions and decisions related to gender and inclusion.
Languages: Fluency in English (level C) and Portuguese is mandatory for this position. Knowledge of local languages would be an advantage, as it can enhance communication and engagement with local communities and stakeholders.
